英国反贫困的地域政策及对中国的规划启示

本文通过梳理英国反贫困政策的分类、内容和争论,重点研究反贫困的地域政策(Area-Based Policies/Approaches)的内涵、发展阶段,以社区新政(New Deal for Communities)为例总结其具体内容和经验教训；分析新时期中国城市以贫困人口政策为主导的反贫困政策的局限性,探讨英国地域政策对中国城市规划的启示.本文有助于中国城市制定更加合理的反贫困的地域政策,对城市更新和社区规划编制有一定的借鉴价值,对于在规划领域促进社会和谐公平发展有一定参考意义.

British Anti-poverty Area-based Policies and Planning Implications for China

This paper reviews the classifications,contents and arguments of the British anti-poverty policies,and focuses on the connotations and development stages of the Area-Based Policies.Choosing the New Deal for Communities as an example,the paper sums up specific strategies and experiences of Area-Based Policies.Then it analyzes the characteristics and limitations of anti-poverty policies in transitional Chinese cities and puts forward Planning Implications.This research will help the Chinese cities to make more reasonable anti-poverty Area-Based Policies,and it is of certain reference value for the urban regeneration and community planning.It also has certain significance to promote harmonious society and social justice in planning discipline.
