EPC模式下水电站机电设备采购成本控制策略

摘    要:在对机电设备采购特点进行分析研究的基础上,以青龙水电站为例,对于EPC模式下水电站机电设备采购成本控制的有效策略进行了研究。研究结果表明,在EPC项目中,总承包商在保证项目安全、满足总承包合同要求的前提下,在招标设计阶段践行优化设计和限额设计,同时实行招投标制,优选供货商,设备采购就可以取得良好的经济效果。对项目的大致情况、EPC模式下的项目设计、设备采购与施工之间的关系,采购成本的控制策略,基于"技术"和"经济"紧密配合的限额设计以及对成本控制评价方面的情况均作了介绍。

Cost control strategies for procurement of electrical and mechanical equipment of hydropower station under EPC mode
Abstract:Based on the analysis on the procurement characteristics of electrical and mechanical equipment, the effective cost control strategies for procurement of electrical and mechanical equipment of hydropower station under EPC mode is put forward with Qinglongxia Hydropower Station as an example. The results show:on the premise that the program safety requirements and the demand of EPC contract are both met, the equipment procurement can attain favorable economic results if the general contrac-tor of EPC program conducts optimal design and quota design, meanwhile, implement tendering system, and select the best sup-plier in the tendering and design stage of the project. The general situation, the relationship among project design, equipment procurement and construction under EPC mode, cost control strategy in procurement, quota design based on tight integration of technology and economy, cost control evaluation are introduced.
