加强长江水资源保护 保障流域水安全

习总书记有关长江经济带建设系列重要讲话,强调要把保护和修复长江生态环境摆在压倒性位置,共抓大保护,不搞大开发,对长江水资源保护工作提出了更高的要求,也提供了良好的发展机遇。新形势下,如何协调保护和发展的关系,充分发挥生态、经济和社会效益,促进流域经济社会可持续发展,使母亲河永葆生机和活力,事关国家经济社会发展大局。分析了长江水资源保护面临的挑战与机遇,通过梳理存在的主要问题,提出了新时期长江水资源保护工作的思路和举措。

Strengthening protection of Yangtze River water resources and safeguarding water safety of the basin

Secretary-General Xi Jinping has made important speeches on construction of Yangtze River Economic Belt, which stresses that restoring the ecological environment of Yangtze River will be an overwhelming task and no large-scale development will be allowed along the river at present and for a rather long period to come. This has set high requirements for the protection of water resources of Yangtze River Basin and also offered opportunities for development. Under the new situation, we should coordi-nate the relationship between protection and development to give full play to the realization of its ecological, economical and social benefits and improve the sustainable development of the economy and society, so as to create evergreen Yangtze River. It con-cerns the economical and social development of whole country. Based on the analysis of the challenges and opportunities of water resources protection of Yangtze River, the ideas and measures for the water resources protection under new situation is put forward through analysis of the existing problems.
