摘    要:为有效预防和控制水利工程施工高危作业中事故的发生,应科学分析在事故中占主要作用的人为因素,并有针对性地进行整改。结合水利工程施工特点,利用人类行为因素分析分类系统(HFACS)找出引发事故的人为因素,建立事故树和贝叶斯网络模型,对水利工程施工中高危作业事故中人为因素进行定量分析,得出各因素的相对重要度;并根据分析结果,提出相应的建议和整改措施。该方法揭示了水利工程施工安全与人为因素的内在关系,可为有效预防和控制事故的发生提供依据。

Analysis on importance of human factors to construction safety of hydraulic engineering
Abstract:To prevent the accidents in high risk operation of hydraulic construction, the human factors that play a significant role in accidents occurrence should be identified to make a targeted rectification. Combined with the characteristics of hydraulic construction, the human factors analysis and classification system ( HFACS) is used to find out the human factors that lead to the accident. On this basis, a feasible model is established by fault tree analysis (FTA) and Bayesian network (BN) to quantitative-ly analyze human factors in high risk operation of hydraulic project. And the relative importance of every factor is obtained. The corresponding measures for rectifying and reform are put forward on the basis of the results. The internal relation of the hydraulic construction safety and human factor is revealed by the new model.
