| 摘 要： | 为满足我国不断增长的石油需求，越来越多的企业走向海外进行油气勘探开发。通过分析项目前期阶段决策论证、年度预算、工程招标、授权花费、年度效益测算等海外石油勘探开发中遇到的实际问题，指出了海外油气投资的风险，提出了解决办法。

| Abstract: | In order to satisfy domestic oil demand, more and more enterprises begin their overseas oil & gas exploration and development. Based on the analysis of real problems encountered in overseas oil & gas exploration and development, including project decision, annual budget, inviting public bidding, authority for expenditure and annual benefit evaluation, the article points out the risks of overseas oil & gas investment and puts forward the solutions. |
