水利工程管理资金配置方式

作为国民经济基础产业和基础设施的水利行业 ,长期以来存在着重建设轻管理的现象。在水利工程开发建设的过程中 ,资金配置标准、程序都很健全和规范。而水利工程建设完成后的管理尚达不到建设那样的重视程度 ,管理运行需要的资金没有按水利工程的特性纳入国家财政预算 ,很多水利工程得不到必要的运行维护费用 ,发挥不了设计规定的正常功能和作用 ,甚至出现很多病险水库、水闸、堤防等工程。作为水管改革基础工作的水利工程养护修理定额的编制 ,应在充分调查和研究的基础上深入了解现有水管单位的运行状况 ,按市场经济的规律在建立科学合理的水管资金配置方式的前提下完成。

Although water conservancy is the foundational industry and foundational installation of national economy,there are the facts of that a great attention has been paid on construction and no many on management for hydro projects for a long time.In the process of development and construction of hydro projects,there are fully prepared criteria and procedure for fund allocation.As contrary,the management and running fund for the projects after construction is not available for the fund is not brought into the national capital budget.As the result,many hydro projects have not run smoothly and played the role of normal designed objectives and functions,and more seriously,there are some non function reservoirs,sluices and embankments.As the basic work for management reform on hydro projects,the quota of maintaining and repairing should be worked out on the bases of deep investigation and study on the operation status of projects,following the market oriented regulations and the system of rational management fund allocation means established .
