远郊区县的CNG瓶组供气管理运营模式

开发远郊区县的压缩天然气（CNG）市场是天然气生产和销售经营企业获取经济效益的新增长点。以北京远郊区县为例，分析了远郊区县的燃气市场需求，介绍了CNG瓶组供气的工艺原理。通过实例，比较了在远郊区县建设长输管线和CNG瓶组供气站的成本，建设CNG瓶组供气站更具有经济性。在较为全面地分析了目前在远郊区县建设CNG瓶组供气站所存在的规划不统一、安全隐患多、价格不统一等问题的基础上，提出了远郊区县CNG瓶组供气运行管理模式的建议：明确产权归属，综合考虑经济性、规模性以及与总体规划的统一性，在测算CNG运输成本基础上，设定一个合理的母站、子站价格浮动范围，对专业经营者重新审定资质，不断提高安全准入的门槛等。

OPERATION MANAGEMENT MODE OF CNG CYLINDERS GAS SUPPLY FOR OUTER SUBURBS

It will be a new opportunity for natural gas producers and suppliers to tap the CNG market in those outer suburbs. Taking those districts around Beijing as cases of study, this paper analyzed the demand of fuel gas there and introduced the working principle on CNG cylinders gas supply system. Through calculation examples and comparison analysis on the construction cost between the long distance pipeline and the CNG cylinders gas station, this study proves the latter is much more economical. Through complete analysis on many issues such as unified planning, accident potential, and the price policy, this paper puts forward some proposals for the designers in the projects of CNG cylinders gas station construction in those outer suburbs: a. the property right should be well defined; b. decision makers should plan well on the project taking many factors full into consideration, like the scale, cost effectiveness, etc.; c. based on the basic cost on it, a reasonable price on the station (site or subsite) construction should be allowed to fluctuate at a certain range; d. operators should be qualified newly and the regulatory standard should be tightened accordingly. Those suggestions mentioned above will provide references for operators of CNG cylinders gas supply in suburban counties.
