| 摘 要： | 通过对钱江水利下属高禹、桥下两个农村饮用水工程项目的案例剖析,分析社会资金参与农村饮用水工程建设经营的现状及存在农村水价不到位,运行成本难以得到补偿、农村供水税收负担较重、农村供水电价优惠政策未落实等问题,并提出建立科学的水价机制,设立农饮水工程后续管理专项资金对策.

| Abstract: | Based on the case analysis of two rural drinking water projects subordinated to Qianjiang Water Conservancy Development CO.LTD.in Gaoyu and Qiaoxia,the management status and problems of rural drinking water projects are proposed in the paper,focusing on the society fund investment and the rural water price cost.The other operating factors,such as high water supply cost,rural water tax burden,electricity price preferential policies,are also discussed.The countermeasures are put forward in setting up scientific pricing mechanism,and saving subsequent special fund for agricultural water engineering. |
