浅议太湖流域河湖水系的治理改造

太湖流域河湖水系和社会经济演变过程,说明不同时期太湖流域河湖水系的基本功能不同.按照当前及今后流域社会经济发展态势,未来太湖流域城乡供水、排污量都将会大量增加,防洪减灾标准和生态环境质量要求也会不断提高,现有河湖水系已经很难发挥合理功能.新-轮的太湖治理应按照以人为本、人与自然和谐相处的总体要求,在节水为先、治污为本的原则下,进行河湖水系改造.

A General Introduction of Water System Improvement in the Taihu Basin

Functions of water system connecting rivers and lakes in the Taihu Basin have been different,along with the evolution of our economy and society. According to present and future predictive economic and social development of the Basin,both water supply and pollution discharge in urban and rural areas will be expanded dramatically,which would call for a higher flood control standard and eco-environment quality,and bring a lot of difficulties to a proper functioning of present water system. The new-round harness of the Taihu Basin should comply with the concept of people-first and a harmonized consistence of human beings with the nature. In the rehabilitation of the water system,water conservation first and giving priority to pollution control must be followed as guiding principles.
