The article illustrates necessities and great importance of implementing the east route of South-to-North Water Transfer Project, in respects of water resources utilization and its relationship with water and soil use, harmonious existence of people and nature and rights and interests of water resources utilization. It considers that project construction, operation and management must focus on issues of market, water quality, water pricing and management. It suggests that the first-phase of the east route should be implemented in several stages. Efforts should also be made to legislation and policy to secure a smooth implementation and sound operation of the Project.
