公益性水利工程建设项目治理初探

针对我国公益性水利工程建设管理体制改革进程中存在的问题及其对于工程建设项目治理的要求,结合水利工程项目的公益性特征和体制变革的专业化趋势,对传统的项目治理理论在体制层面进行拓展和探讨。通过项目治理分析,建立了一个初步的针对公益性水利工程建设项目的项目治理框架,包括治理的主体、结构、核心及主要机制,并在这一框架指导下提出对公益性水利工程建设管理体制改革的相关对策建议。

Discussion on project governance of public welfare hydraulic engineering construction

In consideration of some problems occurring in management system reformation of public welfare hydraulic engineering construction and the requirements of project governance,the conventional project governance theory is discussed and developed from the angle of system structure by combination of the public welfare characteristics of hydraulic projects with specialized trend of system reformation.Based on project governance analysis,a preliminary frame for public welfare hydraulic project governance is worked out,including the main body,structure,core,and the main mechanism of project governance,and some countermeasures for management system reformation of public welfare hydraulic projects are proposed under the guidance of the frame.
