| 摘 要： | 为深化烟叶供给侧结构性改革，本文按照新发展理念的要求，对当前我国烟叶供需两侧形势进行了深入分析，提出了破解烟叶高质量发展难题的一些创新思考。在此基础上，从解决要素配置扭曲和供需结构错配的角度出发，对我国烟叶供给侧结构性改革的途径进行了研究，提出了降低无效库存、优化生产力布局、解决结构性矛盾、提升有效供给水平、拓展烟叶市场销路和使用途径等创造新供给、培育新需求的措施和路径。

| Abstract: | In order to deepen supply-side structural reform of China'sleaf tobacco production, detailed analysis ofsupply and demand situation in tobacco leaf market was carried out according to requirements of new development principles. Innovative thoughtson high-quality development of leaf tobacco production were put forward. Approaches for supply-side structural reform of leaf tobacco productioonin China was proposed from the perspective of solving problems such as distortion of factor allocation and mismatch between supply and demand. Measures and paths were put forward for creating new supply and fostering new demand, reducing invalid inventory, optimizing distribution of productive forces, resolving structural contradictions, improving level of effective supply, and expanding both market and application. |
