Use of policy management to achieve flexibility in the delivery of network-centric ICT solutions

Network-centric ICT solutions present significant challenges for telecommunications operators. Enterprise-scale customers want joined-up IT functionality combined with increased flexibility, improved control and predictable performance. However, ICT is much too dynamic and complex to deliver and support efficiently using current service management methods. To fully deliver against the vision, changes need to be made to the models that underpin the use of the technology. This paper explores the role that policy-based management has to play within an integrated IT and communications infrastructure. It argues that profitable ICT deployment and management will be dependent on policy-driven business systems that provide extensive automation and flexibility, providing a unified means of managing services to meet the needs of the user. To assess the practical benefits, details are also presented of a proof-of-concept demonstrator employing policy-based ICT service management within the context of on-demand IP-VPN access.

Multicore compilation strategies and challenges

To overcome challenges stemming from high power densities and thermal hot spots in microprocessors, multicore computing platforms have emerged as the ubiquitous computing platform from servers down through embedded systems. Unfortunately, providing multiple cores does not directly translate into increased performance or better energy efficiency for most applications. The burden is placed on software developers and tools to find and exploit coarse-grain parallelism to effectively make use of the abundance of computing resources provided by these systems. Concurrent applications are much more complex to develop than their single-threaded ancestors, thus software development tools will be critical to help programmers create both high performance and correct software. This article provides an overview of parallelism and compiler technology to help the community understand the software development challenges and opportunities for multicore signal processors.

Cloud Computing: Concept, Model, and Key Technologies

Cloud computing is a new network computing paradigm based on IP architecture, and its potential lies in new ICT business applications. For the majority of operators and enterprises, the main task associated with cloud computing is next generation data center transformation. This will ensure cloud computing becomes more widespread among enterprises, institutions, organizations, and operators. Cloud computing not only provides traditional IT resource usage and application services, but also supports full resource usage and application services such as IT, communications, video, mobile, and Internet of Things using a converged network infrastructure. Key cloud computing technologies include unified fabric, unified virtualization, and unified computing system. The formation of an open industry alliance and promotion of open technology standards will be critical for the future development of cloud computing.     

Cloud Based Infrastructure,the New Business Possibilities and Barriers

Realization of the cloud computing infrastructure requires access to data anywhere, anytime at any device at a sufficient perceived quality of service. Many Western European countries, such as Denmark, have a high percentage of individuals (inhabitants and companies) that has access to broadband internet via cable, satellite and mobile. This gives a unique position in roll-out and deploying intelligent cloud based services that can be applied for a number of purposes, but where lack of sufficient capacity/quality and IT readiness will be barriers in realization of the “Global Information Multimedia Communication Village (GIMCV)”. Broadband is here defined as more than 2 Mbps. In this paper, the combination of e-commerce, cloud computing and broadband infrastructure has our focus, and its unique possibilities for the overall IT society. However, it is also about a significant number of Small and Medium sized Enterprises (SMEs) that today applies manual billing systems or Excel like systems in combination with severe lacks of sufficient IT skills. This means that the most commonly used systems are the ones requiring the most of our time. Therefore, the move for the SME towards e-commerce and electronic processes has a significant economical potential for the SMEs. E-commerce and other internet based services will simplify their business, and hence allow the SMEs to focus on their core business which was their raison d’être. In addition to this can be added other fundamental IT systems that will help their business, but that is outside the scope of this paper. Furthermore, this paper focuses on infrastructural barriers and cloud computing; not only focusing on bandwidth, but also the entire issue of service offering. Services offered via cloud computing solutions will minimize the SMEs investment in own hardware (HW), software (SW) and maintenance. The focus is also the upgrade to a superior infrastructure that provides the platform for efficient cloud computing, for e-commerce, and beyond.

Radical Innovation

Over the next two to four years the UK Government will be under increasing pressure to deliver on the promises made to improve public services and modernise the way in which these services are designed, built and delivered. The UK is not alone in having to improve and modernise mdash the challenges being faced, especially in health, education, crime and transport are global issues and they are issues that cannot be solved through increased spending alone. What is required is 'radical innovation'; new or novel applications of technology through new or novel organisational models. This paper examines the 'hard' side of radical innovation, looking at the disruptive elements of communication engineering and the challenges faced by public sector organisations worldwide, while remembering that technologies alone do nothing without changing the very nature of how people organise and use them. The concepts of 'embedded governance' and 'individual agility' are introduced to exemplify radical innovation.     

融合媒体时代分布式对象存储系统的应用探索

融合媒体是当前传媒领域最为热门的话题之一,行业也不再局限于传统广播电视台、电台、报业,随着媒体能力、党建政务能力的迅速提升以及民生增值等用户需求的迫切发展,同时伴随着云计算、大数据、4 K、5 G、AI等技术的成熟度提升,融合媒体发展势头迅猛,业务形态快速变革,对于企业IT架构的挑战愈发增多,在这其中对企业存储系统的挑战尤为凸现,海量非结构化数据的增多,多业务系统之间数据及服务的交互增多,对于分布式存储系统的需求程度越来越高。针对媒体行业业务发展特点,对分布式文件存储与分布式对象存储的发展做了简单梳理,对于目前笔者所在的业务单位融合媒体云平台做了简单介绍,并对分布式对象存储系统对于融合媒体时代的应用,做分析梳理,意图寻找融合媒体背景下分布式存储系统的建设方向。     

云计算热潮下的几点思考

分析了云计算在IT建设方面的优势,指出了云计算实践中对传统应用开发的挑战以及对系统运维带来的影响,提出了企业用户在云计算相关标准中应该发挥的作用,探讨了云计算存在的不确定因素和其他需要引起关注的问题。     

Health care service delivery based on the Internet of things: A systematic and comprehensive study

Today, the Internet of Things (IoT) becomes a heterogeneous and highly distributed structure which can respond to the daily needs of people and different organizations. With the fast development of IT‐based technologies such as IoT and cloud computing, low‐cost health services and their support, efficient supervision of the centralized management, and monitoring of public health can be realized. Therefore, there has been increasing attention in the integration of IoT and health care both in academic and the business world. However, while the health care service industry fully holds the welfares of information systems for its personnel and patients, there is a need for an improved understanding of the issues and opportunities related to IoT‐based health care systems. But, as far as we know, the detailed review and deep discussion in this field are very rare. Hence, in this paper, we presented a literature review on the IoT‐based health care services from papers published until 2018. Moreover, the drawbacks and benefits of the reviewed mechanisms have been discussed, and the main challenges of these mechanisms are highlighted for developing more efficient IoT techniques over health care services in the future. The results of this paper will be valuable for both practitioners and academicians, and it can provide visions into future research areas in this domain. By providing comparative information and analyzing the current developments in this area, this paper will directly support academics and working professionals for better knowing the progress in IoT mechanisms. As a general result, we found that IoT could help the governments to improve health services in society and commercial interactions.     

Bandwidth galore?

The author gives a user's perspective on the role of satellite systems in the provision of broadband access to remote regions. BT launched a broadband satellite service to the Scottish Highlands & Islands and Northern Ireland. In principle, such systems offer an attractive solution to the problem of delivering telecommunication services to remote, low-density regions, but will the system work? Will it appeal to the small office/home office user? Will it mean less investment in other technologies? This article looks at these issues from the perspective of a telecommunications and IT consultant, based in the North West Highlands-currently using ISDN2 for connectivity to the major networks, who took part in the early trial of the new BT satellite service
