2020年《ISO/IEC导则 第1部分 ISO补充部分合订本 ISO专用程序》主要修改说明浅析

ISO/IEC导则作为参与国际标准化工作的重要文件,修改频率很高。为了及时熟悉和掌握新版ISO/IEC导则内容,本文对2020年5月最新发布的《ISO/IEC导则第1部分ISO补充部分合订本ISO专用程序》(第11版)主要修改进行说明浅析。     

ISO/IEC 17020标准修改情况及CNAS转换要求

ISO/CASCO于2009年初成立了国际标准化组织合格评定委员会第31工作组(ISO/CASCO/WG31),对ISO/IEC 17020:1998《各类检查机构能力的通用要求》进行修改,修订后的ISO/IEC 17020:2012标准已于2012年3月1日正式颁布。本文简要介绍此次对ISO/IEC 17020标准修订的主要内容和我国对标准转换的要求。一、ISO/IEC 17020的主要修改内容

QS9000质量体系要求（节选一）

QS 9000是美国克莱斯勒、福特、通用三大汽车公司在贯彻ISO9001质量体系标准的基础上,结合汽车行业的特点,联合推出的一套完整的质量体系文件。它由三大部分构成:第Ⅰ部分:以ISO9000为基础的要求。第Ⅱ部分:行业特殊要求,第Ⅲ部分:顾客特殊要求。QS9000标准还包括六本配套手册:1.测量系统分析(MSA);2.生产件批准程序(PPAP);3.统计过程控制(SPC);4.潜在的失效模式及后果分析(FMEA);5.产品质量先期策划和控制计划(APQP);6.质量体系评定(QSA)。本刊将选载QS9000的第Ⅰ、Ⅱ部分以及质量体系评定的内容。QS 9000标准结合行业实际,对ISO 9001进行了细化,在文本中,属于ISO 9001的内容用楷体刊出,QS9000增加的部分用宋体。

电影技术词汇(ISO 4246:1994)(二)

国家标准GB／T15769—1995《电影技术术语》发布实施迄今已10余年了。该标准对应于国际标准ISO4246：1984《电影技术词汇》，但与ISO4246：1984为非等效对应关系。ISO／TC36电影技术委员会于1994年发布了ISO4246：1994《电影技术词汇》，取代了ISO4246：1984。迄今为止，ISO4246：1994仍然是有效的版本。 2004年国家标准清理评价期间，中国电影技术标准化专家组提出修订GB／T15769—1995《电影技术术语》的计划，后经国家标准化管理委员会批准立项。目前，GB／T15769—1995《电影技术术语》修订工作组已经成立。根据国家鼓励积极采用国际标准的原则，标准修订工作组初步确定新的版本将修改采用ISO4246：1994；同时鉴于近些年来电影技术的发展，特别是数字电影技术的发展过程中，出现了很多新的技术术语，标准修订组提出如下设想：有关电影技术术语的国家标准将分为两部分，第1部分为传统电影技术术语，第2部分为数字电影技术术语。其中第1部分修改采用现在的ISO4246：1994，第2部分另行立项。

一般人认为94版ISO9000系列标准修订的重点会放在ISO9001/2/3,这三个质量保证标准上,其实不然,ISO/TC176真正对87版ISO9000系列标准进行大幅度修改的反而是标准选用指南ISO9000以及质量管理要素     

基于熵权的模糊综合评价方法在企业环境业绩中的应用

以一家已通过ISO 9000和ISO 14000标准体系认证的制造企业A为例,构建了适合制造企业的环境业绩综合评价指标体系,并利用熵权及模糊综合评判法对企业A的环境业绩进行了综合评估和结果分析.结果表明,企业A环境业绩水平良好,企业环境贡献对企业经济收益起到一定的作用.     

ISO14001:2015《环境管理体系要求及使用指南》术语变化及重要用语阐释

国际标准化组织环境管理标准化技术委员会(ISO/TC207)于2015年9月正式发布了ISO14001:2015《环境管理体系要求及使用指南》国际标准.本文对照ISO/IEC工作导则第1部分附件SL附录2《高阶结构、相同的核心文本、通用术语和核心定义》的相关规定,阐释了新版ISO14001国际标准中在术语和定义方面的修订变化,并对相关重要用语进行了说明,以帮助建立与实施环境管理体系的组织更好地理解与把握新版国际标准的变化.     

Flammability of gas mixtures. Part 2: influence of inert gases

Ternary systems, which contain flammable gas, inert gas and air, were studied in order to give the user an evaluation of the ISO 10156 calculation method for the flammability of gas mixtures. While in Part 1 of this article the fire potential of flammable gases was the focal point, the influence of inert gases on the flammability of gas mixtures was studied in Part 2. The inerting capacity of an inert gas is expressed by the dimensionless K value, the so-called "coefficient of nitrogen equivalency". The experimental determination of K values is demonstrated by using explosion diagrams. The objective of this study was to compare the estimated results, given by ISO 10156, with measurements of explosion ranges based on the German standard DIN 51649-1, given by CERN and CHEMSAFE. The comparison shows that ISO 10156, Table 1, supplies conservative K values, which can be regarded as safe in all cases. Nevertheless, in a number of cases ISO underestimates the inerting capacity, so that non-flammable gas mixtures are considered flammable.     

3种金属材料夏比冲击试验方法标准分析及对比

从试验原理、试样要求、试验设备、试验程序、冲击试验结果处理及报告等方面对GB/T229—2007,EN ISO 148-1:2016,ASTM E23—18等3个金属材料夏比冲击试验方法标准进行了分析和对比。结果表明:GB/T 229—2007和EN ISO 148-1:2016的内容基本相同;ASTM E23—18冲击试验标准相比GB/T 229—2007和EN ISO 148-1:2016,在试样尺寸及设备尺寸公差方面要求更为严格,相关的试验规定也更加详细。     

Induction methods used in low temperature physics

A study has been made of induction bridges used in low temperature physics.In Part 1 the design of a mutual inductance bridge of the Hartshorn type is discussed. This design is based on a critical analysis of impurity effects of the different parts of the Hartshorn bridge. With this equipment frequencies up to 0.5 MHz can be used. Two methods have been developed to examine the secondary signal. In one of these use has been made of AD conversion techniques. In the other one, the secondary signal, produced by a superconducting sample, which is generally distorted, is analysed by using a Fourier expansion.In Part 2 equipment is described which enables us to measure the phase and amplitude of the harmonics of the output signal of the bridge. For synchronous detection a reference signal of the same frequency of the harmonic of interest is required. This reference signal is generated from the input signal of the bridge by means of a digital frequency multiplier with programmable multiplication factor N.In Part 3 some experimental results, showing the possibilities of the equipment, on some superconductors are presented.     

Solubility and stability of barium arsenate and barium hydrogen arsenate at 25 degrees C

International and European dangerous substances and dangerous goods regulations refer to the standard ISO 10156 (1996). This standard includes a test method and a calculation procedure for the determination of the flammability of gases and gas mixtures in air. The substance indices for the calculation, the so called "Tci values", which characterise the fire potential, are provided as well. These ISO Tci values are derived from explosion diagrams of older literature sources which do not take into account the test method and the test apparatus. However, since the explosion limits are influenced by apparatus parameters, the Tci values and lower explosion limits, given by the ISO tables, are inconsistent with those measured according to the test method of the same standard. In consequence, applying the ISO Tci values can result in wrong classifications. In this paper internationally accepted explosion limit test methods were evaluated and Tci values were derived from explosion diagrams. Therefore, an "open vessel" method with flame propagation criterion was favoured. These values were compared with the Tci values listed in ISO 10156. In most cases, significant deviations were found. A detailed study about the influence of inert gases on flammability is the objective of Part 2.     

A Conceptual Data Model of Datum Systems

A new conceptual data model that addresses the geometric dimensioning and tolerancing concepts of datum systems, datums, datum features, datum targets, and the relationships among these concepts, is presented. Additionally, a portion of a related data model, Part 47 of STEP (ISO 10303-47), is reviewed and a comparison is made between it and the new conceptual data model.     

建筑和建筑构件隔声现场测量标准实验验证分析

标准是定量化和研究的基础。对《建筑和建筑构件隔声现场测量标准》实验验证得出结论:新标准与老标准在区分频率方法、测量频率扩展、测点布置、背景噪声修正、单值评价方法等方面有区别也存在连续性;新标准等同采用国际标准是可行的。     

Maintaining certification compliance of equipment used in hazardous (classified) locations

In order to understand how to maintain certification compliance of equipment used in hazardous (classified) locations, one must first have an understanding of what a hazardous (classified) location is and what the requirements are for the equipment certification. These will be explained in Part I by Cheryl Gagliardi, a senior engineer with FM Approvals. Part II will cover recommendations for end-user actions for maintaining the certification compliance and will be provided by Bob Baker, an industry consultant to Emerson Process Management.
