Kathryn Firth , Chief of Design at the London Legacy Development Corporation (LLDC), and Manisha Patel , a director at PRP Architects, describe how the London 2012 bid's promise to promote wellbeing and social inclusion in the Stratford area of East London is now being borne out in urban design and housing that meet ‘the evolving needs and desires of people throughout their lifetimes’. A key scheme is PRP Architects' design for multi-generation houses at Chobham Manor, on the eastern side of the Queen Elizabeth Olympic Park.  相似文献

The paper makes use of an un-orthodox Lefebvrian formulation of the ‘right to the city’ as it adds the gender dimension which was absent from Lefebvre's work. The lens of ‘gendered right to the city’ (Doderer, 2003; Fenster, 2005; Vacchelli, 2014) is used in order to understand the experiences of volunteers working in the women's community and voluntary sector in London. We look specifically at the role of migrant organisations both as places of co-option of migrant labour, as places that enable the integration of migrants and make their participation in the urban fabrics possible, and as places that are appropriated by migrant volunteers in London as a means of enacting active citizenship.London's governance, policy discourses and practices seek to impose a top-down idea of civic participation. In this vision, the role of migrant groups and organisations can only be valued in the context of an active civil society, able to replace the vacuum left by the progressive erosion of the welfare state, leading to a crisis of social reproduction. Lefebvre's theoretical framework of ‘space appropriation’ serves as a way to explore these questions and we propose a further spatial reading which is specific to a gendered right to the city, i.e. the shift from a/topia (not having a space or being denied access to public spaces broadly conceived) to topia. We speculate on what this newly found space looks like and what is its potential for the subversion of top-down policy discourses on civic participation in the neoliberal city.  相似文献

The exploratory study with homeless women presented in this paper aims to highlight two shortcomings in the current literature on homelessness, which accompany the predominant conceptualisation of ‘home’ as a place of safety and security, and homelessness as a primarily structural issue characterised by ‘residential instability’. The first is the paucity of research on homeless women in their own right and the second the lack of studies which examine underlying reasons for residential instability from homeless women's own perspectives. An intensive, small sample interview study was carried out with 12 regular women users of a day centre for homeless people (Brighton, south of England). They were asked about their patterns of residence, reasons for moving, definitions of ‘house’, ‘home’, and ‘ideal home’, and they gave their housing histories in some detail. In a quantitative analysis, their patterns of moving and definitions of ‘home’ were compared to those of a group of securely housed women. Number of moves was comparable in both groups, but for the homeless women the majority of moves had been made to avoid abuse and social services relocations. Whilst all of the securely housed women could confidently define a difference in meaning between a ‘house’ and a ‘home’, only 3 of the 12 homeless women did. They equated ‘home’ with safety and security, the same terms used in the literature to define what housing means, and the two most salient features largely absent in homeless women's experience of housing. The meaning of home is further explored in a qualitative analysis, where the themes of safety and security—or rather their absence in abusive relationships—are traced through the homeless women's childhood, adolescence and adulthood. These exploratory findings question an easy equation between ‘residential instability’ and homelessness, and highlight the need to investigate further the reasons why women leave housing, and the relationship this has to an understanding of what ‘home’ means. Whilst current formulations suggest that the homelessness of women is a problem, and housing the solution, this study suggests that housing is the problem—homelessness may well be a solution.  相似文献

Until about 1939, guided by a policy of trusteeship, the colonial government in Kenya limited the number of Africans in urban areas. As elsewhere in East and Central Africa, employers and municipalities were supposed to provide only ‘bachelor’ housing for unaccompanied African men. After 1939, encouraged by London, the Kenyan government began to promote a policy of development which implied urbanization. The permanent presence of Africans in towns was accepted, as was the growing responsibility of municipalities for the provision of housing for families as well as for bachelors. Municipalities began to plan for new types of housing, with more community facilities in new types of neighbourhood layouts. From the early 1940s, a wave of construction created many thousands of new dwellings in all major urban areas, but only a minority were designed for families. Many women and children were accommodated in ‘bachelor’ housing where they were compensated through rental subsidies. Although Kenya’s housing initiatives in the late colonial period did not satisfy all of the rapidly growing urban needs, they were a substantial achievement.  相似文献

ABSTRACT

An issue commonly identified with the vast and costly developments that cities produce to host the Olympic Games is that they are prone to becoming ‘white elephants’ – obsolete or underused constructions that become cost burdens for cities. White elephants are particularly associated with some of the most recent Games of the twenty-first century, as reflected in accounts of ‘limping’ or obsolete venues in Sydney, Athens, Beijing, Rio and Sochi. This paper begins with a review of issues associated with spatial planning, architecture and planning process in the production of white elephants in Olympic history. It goes on to provide an historical account of London’s efforts from 2002 to 2012 avoid attracting a repetition of the critique that followed earlier Olympics. Finally, it assesses its ongoing efforts and record over the six-year period from 2012 to 2018.  相似文献

Abstract

Since devolution, Scotland has been perceived as an international trailblazer in homelessness policy. This is principally due to The Homelessness Etc. (Scotland) Act 2003 which led to the ‘priority need’ category being abolished in 2012, thus placing a statutory duty upon local authorities to provide settled accommodation to nearly all homeless households. This has been widely praised for extending citizenship rights to those experiencing homelessness. In contrast to this, this paper examines the experiences of young people (aged 16–24) where judgements on whether they were ‘housing ready’ delayed them being provided settled accommodation. Drawing on Bourdieu's writing on rites of institution, it is shown how the symbolic categories deployed by support services and landlords operated as a means of ‘vision and division’, creating new social positions that lengthened the pathway out of homelessness. In a complimentary move, there was a fusion of support with control mechanisms to determine a person's readiness for settled accommodation.  相似文献

In the early 20th century, the Hebrew women in Palestine found the fulfillment of their economic, social, and emotional needs in gardening. Their gardens were women's means of shaping their surroundings, mainly in the family sphere but also in the community sphere (school and kindergarten gardens, kibbutz gardens). The project was an outcome of the shared interests of pioneer women, city dwellers, and Jewish women's organizations, which differed in their social status and life goals, yet shared a common fertile ground. Through the investigation of primary and secondary sources that deal with women, gardens and the history of the Zionist settlement in Palestine, this paper argues that planting gardens was the Hebrew women's modest way of creating a ‘space of their own’, where they nurtured and fostered beauty, productivity, self-esteem, mutual help and friendship, while overcoming class distinction. Meanwhile, in planting gardens, women gained a share in the Zionist nation-building project, which was primarily male dominated.  相似文献

ABSTRACT: The Olympic Park being developed in east London for the 2012 Games is one large urban renewal project among many in the city. The impact of the Games on urban development may be of less significance than the impact on city politics. Bidding for and delivering the Games has contributed to a reassessment of the recent experiment with mayoral government. The article examines these changing representations of the structures of London government that are now seen as a success. Much of the literature on Olympic cities is highly critical of the impact of the games, but the (current) substantial support for London 2012 also needs to be explained. We examine how London has created opportunities for support, and moments and spaces for celebration when political leaders and Londoners can come together around particular representations of themselves and the city.  相似文献

ABSTRACT

Much of the literature on the urban legacy of the 2012 Olympics Games emerging in recent years has emphasized the form that development has taken and the ways in which this aligns (or not) with specific promises made in terms of regeneration before the Games. Though plenty of discussion of planning procedure has occurred in this context, less emphasis has been placed on how the process, rather than the products, of urban change has been envisioned through legacy planning and urban design, and the significance of this for regeneration. Given that London’s much-heralded ‘regeneration legacy’ was, from the early days of the Olympic bid, portrayed as a long-term process aimed at addressing historical issues of socio-economic disparity in East London, and that planning and urban design would play key roles in anticipating it, this contribution to the literature is timely. The paper focuses on the period from 2008 to 2018, beginning with the launch of the what was called the Legacy Masterplan Framework. Drawing on empirical analysis of documents describing the main stages of legacy planning and design between these years, it then examines how regeneration as a ‘futurescape’ encompassing numerous aspects of timing and temporality has been anticipated, planned and evolved.  相似文献

The informal categorisation of clients into those who are more and those who are less ‘deserving’ of help has been a noted occurrence amongst welfare officials. Whilst such practices usually do not constitute official policy, it is recognised that shorthand rules and stereotyping are inevitable and necessary for the effective delivery of public service work. Using data from observations and interviews at several homeless assessment sites, this paper examines the evidence that the gender of a homeless person affects the way they are categorised by housing officers. The research finds that housing officers see homeless women as the more ‘deserving’ group and explanations for this are explored. However, a relative lack of appropriate short-term housing options for women means that the outcomes of women's cases may not reflect their more ‘deserving’ categorisation.  相似文献

Public or ‘social’ housing provision in many nations in the Global North is increasingly being driven by neoliberal strategies that include austerity cuts and market-led privatization. This context raises an important question of how likely the state’s reliance on the private sector can ensure that housing remains available and accessible to more disadvantaged low-income groups. To help answer this question, we draw on a comparative study of social housing provision for disabled people in England and Chile; two pioneers of neoliberal reform in this sector. Using interviews with key stakeholders, our findings reveal that the neoliberal reform strategies being employed have tended to dilute the statutory duties of providing accessible housing and to undermine disabled people’s choices in finding appropriate homes. Such lessons are timely and important in order to remain cognisant of the spaces of neoliberal abandonment that are leaving many people unable to gain access to appropriate housing.  相似文献

Jane Briginshaw visits a housing scheme in northern Jutland, where the use of timber has tackled concrete's stranglehold over the Danish building industry. A mixed-used scheme, providing social housing and provision for a local cooperative of the marina's sailing-club members, it caters in its internal planning to occupants' needs. Hackney Wick and Fish Island, adjacent to the London 2012 Queen Elizabeth Olympic Park, has developed a special character over time, accommodating 700 artists' and other creatives' studios in old warehouses. The under-designed ‘scarce’ quality of the public realm contrasts with the highly designed spaces of the Olympic Park. Liza Fior describes how muf has developed an urban strategy that could help assimilate the two sites and cater for the greater expected densities in housing, while retaining the under-determined character of the existing area.  相似文献

This paper explores spatial patterns of housing search in London, using data generated by users of the UK's most popular real estate portal. By focusing on the variable geographies of ‘search extent’, it attempts to make a contribution to a long line of studies focused on understanding the fragmented geography of metropolitan housing markets. It also builds upon more recent work in economics on the utility of user-generated search data. After introducing our approach, we discuss the background to housing search and the wider emergence of ‘search’ as an object of study. We then provide further details on the data and methodology before exploring the spatial and sectoral characteristics of search in London. The results suggest that there is much to be gained by incorporating search studies into housing market analysis and that there is significant potential for future work in this area.  相似文献

Designed in 1966–67, Neave Brown's Fleet Road is recognised as the project that defined the character and language of the Camden housing projects from the years 1965–73 when Sydney Cook was Camden's borough architect. Yet while the Camden projects have been the subject of several historical studies, Fleet Road has received surprisingly little attention. The present article aims to redress this by examining the design of Fleet Road and the ideas that lay behind it. It shows how the design developed from a national and international discourse that flourished in the first half of the 1960s, not least at London's Architectural Association, where high-rise was unequivocally rejected in favour of low-rise high-density urbanism. It shows how Neave Brown's thinking was informed by this discourse but also by ideas emanating from the USA's East Coast schools, notably Cornell, where he was also teaching at the time. It charts the development of Brown's thinking through the Winscombe Street housing (1963–66) and in print, especially the 1967 essay ‘The form of housing’. Overall it shows how at Fleet Road the aspirations of high-density low-rise housing were taken by Brown and turned into the built reality of a local authority scheme on an inner-city site.  相似文献

This paper considers the future role of social rented housing in England. It is based on an analysis of policy trends over the past 30 years, and a critical examination of current policy dilemmas. The central contention is that there are fundamental tensions underlying the present government's policy objectives to maintain the ‘safety net’ role of social housing but at the same time widen access to the sector so that it becomes a more mixed ‘tenure of choice’. The paper charts the marked change of direction seen since 2000, with a switch from a highly rule-bound approach emphasising equity in housing allocations, to a more consumerist system stressing choice. Survey data and statistical returns are analysed to illustrate the changing mix of households entering social rented housing and to reveal the sector's varying role in regions characterised by contrasting housing market conditions. The paper charts the spread of the ‘choice-based lettings’ approach and discusses the possible implications of this development for the pattern of rehousing outcomes, and for the sector's broader role. It is concluded that, in higher demand regions such as London and the South, it remains very difficult to see how a social sector continuing to contract can widen its role from that of safety net for the most disadvantaged.  相似文献

The ‘right to housing’ incorporates at least five different dimensions which are all indispensible for the minimum satisfaction of such right, namely, housing that is adequate and affordable, enjoyed without arbitrary interference or forced eviction, and the right of choice to opt for rent or home-ownership as well as neighbourhood. ‘Equal right to housing’ essentially means equal opportunity or non-discrimination in the fulfillment of all dimensions of ‘right to housing’. In Hong Kong, for those with economic means, the extent of their ‘right to housing’ are largely satisfied; however, this may not be the case for those from the lower socioeconomic strata, especially members of disadvantaged groups from the latter, who are doubly deprived. This paper will examine the views on ‘equal right to housing’ in Hong Kong housing policy from four disadvantaged groups, namely, single-parent families, ethnic minorities, homosexuals and Mainland New Arrivals, by drawing on information from in-depth interviews with members of these groups, representatives of organizations serving these disadvantaged groups, property sector practitioners, Equal Opportunity Commission representative and members of the general public. On the whole, the members of the disadvantaged groups, especially those from the lower socioeconomic strata may not enjoy equal opportunity to different dimensions of the ‘right to housing’ in Hong Kong, mainly due to discriminatory selection of tenants on the part of private landlords as well as the limited economic means of some of them. These may be, to some extent, magnified by some biased practices in public housing policy. This paper will end by examining some of policy implications of ‘equal right to housing’.  相似文献

This paper discusses recent housing developments in Cluj, a secondary city in Romania. The city is at a point in its development where it is being affected by forces initiated by Romania's accession to the EU.
