工程建筑公司项目群管理:一个实施模型

对于以项目为基础的工程建筑公司而言,项目管理能力是其核心竞争力的体现.传统的项目管理过于关注单个项目的绩效,没有从企业组织的角度整体考虑,特别是在多项目环境下,往往会造成企业资源紧缺.在分析项目群管理概念的基础上,结合工程建筑公司特点,提出了项目群管理模式的实施模型,其实施过程包含目标合同的选择、项目群方案的确立、项目群实施过程控制、项目群管理绩效四个方面,并对各个方面的影响因素进行了详细的论述.旨在为工程建筑公司实施多项目管理提供一个"行动路线图",以重新审视、改进其当前的管理模式和技术,提高企业的市场竞争力和组织项目管理能力.     

Developing and implementing environmental management systems for small and medium-sized construction enterprises

Environmental aspects are gradually becoming factors of importance for construction businesses, their operations and their management. These factors can be seen as new change makers for construction management itself. New criteria need to be taken into account when structuring construction activities, in decision making, and throughout the production control. Instances of construction management solutions that also encapsulate environmental aspects are likely to appear. A contractor’s environmental management system (EMS) is an example of such an instance. As a management solution an EMS is targeted at minimizing a contractor’s environmental impacts. An experiment has been carried out where an EMS solution was formed and tested for small and medium-sized contractors. Fifteen small and medium-sized construction companies were involved. Along with the action research approach, a set of workshops with company people were arranged for EMS structuring and for its testing. Within these experiments the researcher acted as a developer and inside observer. The proposed EMS solution presents the structuring of environmental aspects for management attention. Moreover, this structuring can be used as a basis for a formal environmentally conscious management system. All companies involved in the research have started to use the EMS solution or its parts.     

Project risk management methodology for small firms

We present a project management methodology designed for small businesses (SMEs), who need to run projects beyond their normal operations. These projects are critical to the survival of these organisations, such as the development of new products to adapt to the market or new legislation, management system implementations, etc. Very frequently, the managers of these projects are not project management professionals, so they need guidance to have autonomy, using minimal time and documentation resources. The risk management method outlined in this paper is based on extensive research with a large number (72) of Spanish companies. This new methodology considers the factors that are usually neglected by SMEs; i.e., project alignment with the company's strategy and results management. The methodology, based on project risk management, includes simple tools, templates and risk checklists with recommended actions and indicators. For validation it was tested in five different types of real projects (innovation, management systems and ICT implementation) of industrial and service companies with different characteristics.

中国房地产项目阶段划分探讨

为增强企业集成资源的能力和执行项目的效率，近年来大量大中型房地产企业从文化、组织、项目价值链等方面探索建立规范的项目管理体系，其中合适的项目阶段划分是规范化管理的基础。本研究在文献调研和企业观察的基础上，从项目管理角度提出了中国房地产项目的六阶段划分方法。这种划分方法与企业的实际部门划分有较好的对应关系。通过对50多个房地产开发企业的调研表明，这种阶段划分得到了认可。

受2008年全球金融危机的影响,中国经济减速,作为支柱产业之一的房地产业投资减缓;合肥经济亦受此影响,不少中小房地产企业面临发展困境。文章对金融危机形势下,合肥市房地产行业的发展现状及中小房地产企业面临的问题进行了分析,并从拓宽融资渠道、加快资金回笼速度、谨慎地选择项目投资、采取多种方式竞购土地、转移企业的目标市场、提高企业品牌竞争力、规范管理机制及加强人才储备与管理等方面提出了促进合肥中小房地产企业发展的相关对策措施。

介绍了代建制的概念，源起及发展，分析对比了业主自行管理、业主与专业工程师并行管理和基本由专业工程师管理三种项目管理模式，进而得出代建制的优点所在。

工程造价管理包括两种管理：一是建设工程投资费用管理;二是工程造价管理。工程造价管理决定着建设项目的投资效益,因此如何进行合理确定工程造价、控制工程造价、管理工程造价、保证项目投资控制目标的实现,是我们探讨的重点。

提出了建设企业集团大型设备集中优化调拨模式,即在建设企业集团设置两级设备采购交易中心,自项目部至分子公司和集团母公司协同编制设备使用需求计划、采购建造计划、租赁计划和修理改造计划,统一由两级设备采购交易中心集中采购、租赁、修理改造,并根据分子公司多项目设备使用需求进行优化调拨。另外,还提出了建设企业集团设备协同计划体系,并构建了大型设备集中优化调拨模型,有效支持多项目大型设备的协同计划和集中优化调拨。     

建筑工程总承包企业转变项目管理模式

根据目前项目管理的现状,许多建筑业企业,特别是大中型建筑工程总承包企业,在项目管理中尚存在着一些弊端和不尽完善之处。如何解决这一问题,本文从企业层面,从内部机制等方面,阐述了试行"直属项目经理部管理模式",这一转变思路,从其内涵、性质、管理模式、企业的配套改革措施及注意事项上,做了较为详尽的阐释和论述,以期对项目管理工作有所裨益。

创业板的开设为中小企业提供了新的融资渠道和更好的发展途径,但在众多的拟上市公司中如何提高创业板IPO过会率成为困扰企业的首要难题。针对这样的难题,本文简单分析了拟在创业板上市的公司应重点关注的问题,同时简单分析了公司上市后会面临的风险。     

Smoke detectors in apartments and one-family houses: Fire risk, property loss and the presence of smoke detectors

This study compared the changes in fire risks and average monetary compensation for property loss before and after the distribution of 21 000 free home smoke detectors from a local insurance company. Life safety and injuries to people were not considered. To control for changes that were not due to the large increase in smoke detector coverage, a second insurance company in the same geographical area was added as a comparison, or control group. Average monetary compensation and fire risks were compared for small, medium-sized and heavy fires. The results showed no general effect of the sharp increase in smoke detector coverage on fire risk and compensation paid by the insurance companies. For the heavy fires, though not for the small and medium-sized fires, there was a significant decrease in compensation paid by the company with the free smoke detector. The reduction in compensation paid was small compared to the yearly costs of the batteries for the smoke detectors. The results were discussed in terms of smoke detectors as a technical device and a self-selection of fire safety conscious persons to the group that install a smoke detector in their homes.

Construction project change management in Singapore: Status,importance and impact

Changes in construction projects are inevitable. In order to minimize the impact of changes on a project, it is imperative to implement change management. This study aims to assess the status, importance and impact of change management implementation in the Singapore construction industry. To achieve the objective, a comprehensive literature review was conducted to gain an in-depth understanding of change management, and a questionnaire survey was conducted. Analyzing the data collected from 384 projects submitted by 32 companies, the implementation status was investigated at both company and project levels, followed by identification of key factors that encourage and discourage companies to practice change management. Furthermore, the importance and impact of change management in terms of project performances such as cost, time, and quality were also examined. The analysis results establish that the implementation status in the Singapore construction industry is relatively low while improvement in project cost, time and quality performances achieved by the companies that implement change management tends to be greater than the companies that do not. Recognizing the implementation status, importance and impacts of change management will be a starting point to reduce changes that negatively affect project performances, ultimately allowing the Singapore construction industry to increase opportunities for project success.     

Expatriate management in Australian multinational enterprises

Globalization, uncertain domestic markets and increasing competition are encouraging construction firms to internationalize. Although expatriates are commonly used by many construction companies to establish and manage overseas operations, there has been little research into the challenges of managing these people. Through case studies of five Australian construction firms and semi-structured interviews with 10 human resource managers and 36 expatriates, the question of how construction firms select, deploy, develop and support expatriate managers on overseas projects is explored. The results show that firms tend to adopt a highly pragmatic approach to expatriate recruitment and see the process as a logistical rather than a developmental challenge. Selection processes are often reactive, ad hoc and intuitive and based more on technical knowledge than softer behavioural skills and knowledge. Preparation for expatriate assignments is often outsourced, many expatriates feel unsupported while overseas, repatriation is poorly managed and overseas assignments are often seen as a barrier to career progression rather than an investment. These findings are at odds with contemporary research in international human resource management and are important because a major determinant of international project performance is effective human resource management. The findings also contribute to the design of better expatriate human resource management systems.

Impact of relationship value on project portfolio success — Investigating the moderating effects of portfolio characteristics and external turbulence

Companies today need project portfolio management (PPM) to cope with the increasing number of projects and use it to ensure comprehensive management, strategic alignment, and efficient use of resources. Moreover, customers are demanding more value from their suppliers. The management of a project portfolio and the corresponding customer relationship portfolio implies a link between PPM and relationship management. By combining the fields of PPM and marketing, this study hypothesizes a connection between relationship value and project portfolio success. Because both parties need to extract value from a relationship, relationship value is divided into relationship value for the customer and relationship value from the customer. The results are based on a cross-industry sample of 174 German, Swiss, and Austrian medium-sized and large companies and rely on two informants from each firm. We find a significant relationship between relationship value and project portfolio success as well as moderating effects of portfolio interdependency, portfolio size, and technological turbulence.
