标准审查的要点和方法

标准是人们进行生产的准则,又是“质检”、“质量分等”、“质评”、“监督”的依据。标准中的任何一点错误都会给生产带来不必要的损失。提高标准编制质量是提高标准水平的重要途径,而加强标准的审查工作又是提高标准水平的一个重要的环节。原国家技术监督局为促进标准化工作改革,加强国家标准的管理,提高标准质量,加快标准的审批速度,于１９８９年组建了国家标准技术审查部,将审查国家标准的工作改由审查部负责。审查部的职责主要是对国家标准报批稿进行具体的审查,也就是建立在各部门、各技术委员会或技术归口单位对标准草案进行…

第36届世界标准日到来前夕,记者来到这样一个部门采访,全国绝大部分的标准出台都由他们把关,然后上报国家标准委批准.如果说标准是质量的基础,他们则是专门负责标准质量的.全国现有标准两万多项,只有他们把每一项标准翻阅了不止一遍. 这个部门就是国家标准技术审查部. 国家标准技术审查部是为标准质量把关的.中国标准质量存在哪些问题呢?国家标准技术审查部主任沈同向记者一一作了介绍.     

国家标准技术审查部——履行职责 服务地方

国家标准技术审查部履行政府职责，融管理与科研于一体，致力于提高国家标准质量水平促进我国标准的协调一致，服务政府，服务行业，服务地方。国家标准审查工作是国家标准制定修订工作的重要组成部分，与国家各部门标准化管理机构和各标准化专业归口单位有着广泛、密切的联系。     

标准审查的是是非非

3月6日上午8时30分,国家标准化管理委员会国家标准技术审查部在北京知春路四号五层会议室召开了《标准研制与审查案例解析丛书》专题会议。邀请了来自标准化研究领域和机械、化工、兵器、海洋、船舶、空间应用、安全监察等行业的标准化技术委员会、出版社和标准审查等方面的二十多位专家参加了会议。会上,大家紧紧围绕如何有效开展标准制定和如何有效进行标准审查,联系国内外标准化工作的实际展开了热烈讨论,目的是尽快选定一批成功的典型案例,汇集成册,作为教材,有针对性地对全国标准化技术委员会秘书处成员和标准起草人进行案例教学和业务辅导,以期提高国家标准编制的质量水平,尽快纠正和改变目前在标准制定工作中依然存在的种种乱象。     

Estimation of Parameters of Universal Distribution of Moments of Failure of Products

A method is proposed for estimating the parameters of a mixture of exponential and Weibull distributions for which the accuracy of preliminary estimates obtained by graphical analysis is refined in accordance with the criterion of maximum likelihood. The efficiency of the proposed method is supported by the results of statistical modeling.     

Evaluation of optical properties of highly scattering media by moments of distributions of times of flight of photons

A novel method for the determination of the optical properties of tissue from time-domain measurements is presented. The data analysis is based on the evaluation of the first moment and the second centralized moment, i.e., the mean time of flight and the variance of the measured distribution of times of flight (DTOF) of photons injected by short (picosecond) laser pulses. Analytical expressions are derived for calculation of absorption and of reduced scattering coefficients from these moments by application of diffusion theory for infinite and semi-infinite homogeneous media. The proposed method was tested on experimental data obtained with phantoms, and results for absorption and reduced scattering coefficients obtained by the proposed method are compared with those obtained by fitting of the same data with analytical solutions of the diffusion equation. Furthermore, the accuracy of the moment analysis was investigated for a range of integration limits of the DTOF. The moment analysis may serve as a comparatively fast method for evaluating optical properties with sufficient accuracy and can be used, e.g., for on-line monitoring of optical properties of biological tissue.     

Assessment of intakes of mixtures of radionuclides

Australia has several uranium mines and a large number of mineral sand mines, with associated processing facilities. Exposures resulting from these mining and processing operations usually involve intakes of mixtures of radionuclides. This work describes the development of a suite of first order, linear compartment models, based on the ICRP Publication 66 respiratory tract model, and an analytical solution to the decay equations, for assessing the consequences of such intakes. The computer programs based on these models directly compute excretion, organ retention and organ and whole-body doses for intakes of either single radionuclides or any mixture of radionuclides belonging to the same radioactive decay chain. The intake can be via inhalation, ingestion or injection, and can be acute, chronic or of limited duration. The starting concentration and degree of secular (dis)equilibrium can be specified for each radionuclide. No assumptions need to be made about the relative magnitudes of the radioactive half-lives of the different nuclides.     

Estimation of potentialities of methods of summation of direct measurement errors

Conventional methods for summation of direct measurement errors are considered. Conditions under which these methods provide consistent results are stated. It is proposed to utilize for characteristic of the total error, its interval estimator or the half-sum of the value obtained by adding up its arithmetic and geometric random errors.Translated from Izmeritel'naya Tekhnika, No. 4, pp. 10–12, April, 1995.

通过对盐酸浓度标定的过程分析，找出影响结果的各个分量，进行不确定度的评定，按照计量技术规范给出标准的表示法。     

Analysis of the rate of propagation of the wave of change of boiling modes

An approximate analytical expression is derived for the velocity of the front of the wave of change of boiling modes on a rod and on a plate. The impact of the Thomson effect and of the heater orientation in the gravity field is included. Adequate agreement is demonstrated between the derived relations and experimental data.
