Despite the enormous body of scholarship that has tracked the transformation of social housing from the ‘public housing model’ of the welfare state era to the ‘social housing model’ of today, large gaps remain in our understanding of this shift. This paper addresses on one such vacuum—the controversial use of the Private Finance Initiative (PFI) as part of the Labour Government's Decent Homes programme in England. Focusing on ‘council housing’ schemes, a critical overview is presented of the housing PFI experience so far. The main purpose is to understand the motives and drivers behind the use of PFI in housing at different scales, assess the progress of the national PFI programme and explore the significant issues, controversies and challenges encountered. The paper concludes that PFI has proved to be more complicated and expensive than its proponents predicted and should be discontinued in the social housing sector. 相似文献

In Australia, large-scale residentially driven waterfront redevelopments have taken on a new urgency and their development has increasingly become politically, socially and economically significant as urban populations have burgeoned and governments have sought ways to house, employ and ensure quality urban environments. Through the lens of Henri Lefebvre's spatial schema, high-density transit-oriented urbanism in current planning orthodoxy reveals tensions and inconsistency when applied to the retrofitting of derelict urban docklands. Drawing specifically on the Port Adelaide waterfront experience, significant policy failings are evident in terms of the planning, urban design and residential densification aspirations associated with this type of development. Because waterfront redevelopments are promoted as supporting large urban populations, this paper examines the capacity of these projects to provide planning processes that can deliver equitable distributional outcomes in terms of environmentally and socially sustainable spaces of mixed housing tenure, amenity and quality urban design. 相似文献

A model is proposed for measuring the effectiveness of certain public housing schemes in Yemen. The suggested model assumes the measurement of housing effectiveness both subjectively, in terms of occupant satisfaction with the housing environment; and objectively, in terms of the adequacy level of the dwelling and its environment. It is hoped that such a model will help in testing different types of public housing provisions in Sana'a, the capital of Yemen, and assist in identifying the most effective and useful type. This paper introduces the model and its development process and the outcome of its testing programme will be reported later. It is important to note that the research model has been developed to fit the conditions of Sana'a/Yemen only and its application in a different set of conditions would need further alteration and adjustment. 相似文献

High housing prices in Greater Kuala Lumpur have made it difficult for potential first-time homebuyers to own a house. As a result, affordable housing schemes were introduced recently to assist potential homeowners. The Malaysian government has launched many kinds of public low-cost housing schemes; however, many housing projects resulting from these schemes have turned into slums that do not provide a wholesome environment for families. To avoid building more slums and to provide more benefits for young buyers, the goal of this paper is to determine the correct housing attributes required for first-time homebuyers in the urban area. Three hundred questionnaires were distributed to young Malaysians in Greater Kuala Lumpur (KL), and 265 questionnaires were returned. The responses to the questionnaire revealed that accessibility and neighborhood environment play a role in the decision to own. It can also be observed that ecologically friendly homes that embrace sustainability are important considerations for prospective homebuyers. 相似文献
