科技创新需要大批高科技人才。正确使用科技基金,是推动石油化工行业高科技人才培养工作的有效手段。以“侯祥麟石油加工科学技术基金奖”评奖使用情况为例,探讨科技基金奖的评奖使用问题。

The 2004 Gold Medal Award for Life Achievement in the Application of Psychology was awarded to Edwin A. Fleishman, for his significant contributions to the science and applications of psychology, which he has sustained over his remarkable career. He is cited for his research, which has had a profound influence on our understanding of human capabilities, their measurement, their development, and their application in the world of work. Through his many influential leadership roles, as president of the International Association of Applied Psychology and three divisions of the American Psychological Association, and as editor of the Journal of Applied Psychology, he has helped shape our profession. Awards for distinguished professional contributions.

Recognizing the diversity of roles and activities in which many professional psychologists are engaged, beginning in 1979, Professional Awards have been presented to individual members of the American Psychological Association whose distinguished contributions have served to advance psychology as a profession in the areas of knowledge, professional practice, and public service. In 1991, recipients were as follows: for "Distinguished Professional Contributions to Knowledge," Joseph Matarazzo and Grant Dahlstrom; for "Distinguished Professional Contributions to Applied Psychology as a Professional Practice," Stanley Graham; and for "Distinguished Professional Contributions to Public Service," José Szapocznik and Oliva Espin. 以中国质量监督奖励法律制度为切入点,通过梳理、检讨与展望探讨了政府评奖的法理依据,为我国相关部门加强质量监管提供了有益的参考和借鉴。     

Six-Sigma project selection using national quality award criteria and Delphi fuzzy multiple criteria decision-making method

Six-Sigma is a tactical tool of significant value in achieving operational excellence. The project selection decision, under a resources constraint, is the early stage of implementation for a Six-Sigma intervention. The project selection decision is challenging due to its fuzzy group decision-making aspect inherent to the problem. The present study proposes to adopt national quality award criteria as the Six-Sigma project selection criteria, and proposes a hierarchical criteria evaluation process. The strategic criteria are evaluated by the management team using a Delphi fuzzy multiple criteria decision-making method. Then, the tactical sub-criteria which contain additional operational issues are evaluated by the Six-Sigma Champion. The proposed methodology is successfully applied in solving the project selection problem deriving from a component manufacturer. The empirical outcomes are promising. Moreover, the results show that the higher a project’s priority is, the greater the financial gains will be on completion of the project. Accordingly, the proposed methodology can prioritize the financial gain – which is the key performance indicator for a Six-Sigma project. Additionally, the quality status of the case company has been significantly improved through implementation of the Six-Sigma project. The systematic evaluation process also influences employees to adopt an analytical operations philosophy. Moreover, the commercial objectives of the company are brought into focus by the proposed methodology.     

2010 award winners.

The awards laud distinguished contributions to the advancement of science, to applications of psychological knowledge to clinical and social issues, to education and training, and to work devoted to international cooperation and humanitarian ideals.
