Abstract The discovery of intercepts in the Japanese “Orange Translations” regarding the sinking of merchant ships (marus) bearing allied POWs led to the conclusion that the Joint Intelligence Center Pacific Ocean Area (JICPOA) gave latitudes and longitudes of these vessels to the Commander, Submarine Force, Pacific (ComSubPac) knowing that POWs would be killed. An examination of the “Orange Translations” reveals that most of the intercepts are from the Japanese Water Transport Code (2468) system, not the “Maru Code” (JN-11). The author concludes that while JICPOA provided ComSubPac with convoy coordinates, they were unaware of the presence of POWs on the marus. 相似文献

In this paper we propose a new single‐rate multicast congestion control scheme named Adaptive Smooth Multicast Protocol (ASMP), for multimedia transmission over best‐effort networks. The smoothness lays in the calculation and adaptation of the transmission rate, which is based on dynamic estimations of protocols' parameters and dynamic adjustment of the ‘smoothness factor’, as well. ASMP key attributes are: (a) TCP‐friendly behavior, (b) adaptive scalability to large sets of receivers, (c) high bandwidth utilization, and finally (d) smooth transmission rates, which are suitable for multimedia applications. We evaluate the performance of ASMP and investigate its behavior under various network conditions through extensive simulations conducted with the network simulator software (ns2). Simulation results show that ASMP can be regarded as a serious competitor of TFMCC and PGMCC. In many cases, ASMP outperforms TFMCC in terms of TCP‐friendliness and smooth transmission rates, while PGMCC presents lower scalability than ASMP. We have implemented ASMP on top of RTP/RTCP protocols in ns2 by adding all the RTP/RTCP protocol's attributes that are defined in RFC 3550 and related to quality of service metrics. Technology invention, innovation and transfer have been a constant of human evolution. Facing humanity is the threat of anthropogenic climate change, the solution to which is to reduce the rate at which greenhouse gasses (GHGs) are building up in the atmosphere and to deal with the impacts of climate variability and change. To deal with the global crisis requires technology invention, innovation and transfer and changes in behaviour that reduce the GHGs intensity of energy services. Meanwhile, the poverty reduction and development agenda are being shaped by the Millennium Development Goals, which slowly appears to be gaining buy-in. The question is how will the accelerated receipt of cleaner energy technologies can be successfully achieved in marginalised communities in developing countries? The paper considers a range of drivers, case studies and projects that are being undertaken as early Clean Development Mechanism experiments under the banner of the International SouthSouthNorth Group. It discusses the drivers of technology transfer and starts to unpack the elements of successful receptivity through selection and ownership of the newly introduced environmentally safe technologies (ESTs) for the provision of energy services. 相似文献
