Awards for Distinguished Contributions to Psychology in the Public Interest.

The Awards for Distinguished Contributions to Psychology in the Public Interest recognize persons who have advanced psychology as a science and/or profession by a single extraordinary achievement or a lifetime of outstanding contributions in the public interest. Two awards are given: one to a psychologist who has made a significant contribution to the public interest in the early stages of his or her career, and the second to a senior psychologist. Award winners from 1978-2005 are listed. This document includes the citations presented to the 2005 APA Awards for Distinguished Contributions to Psychology in the Public Interest. A brief biography and a selected bibliography of each award winner is included. If an address was delivered, the award winners' address to the 113th annual APA Convention is also published. The award winners Margaret Beale Spencer and Daniel Dodgen. Beale delivered an address entitled "Crafting Identities and Accessing Opportunities Post-Brown" (see record 2005-14550-019). From Robert Q. Pollard's national leadership in deafness and mental health service delivery, advocacy, research, and training and his innovative multidisciplinary mental health traineeship program exclusively for deaf individuals to his establishment of a vibrant special interest section on deafness within APA's Division of Rehabilitation Psychology, he has led the way to providing full access to the profession and to the services of the profession for deaf individuals. His commitment to and effective advancement of a psychology open to and appropriately serving deaf individuals and other persons with disabilities substantially advances psychology in the public interest and fulfills our discipline's highest aspiration: to advance human welfare. This journal discusses the life and contributions of Robert Q. Pollard which enabled him to win the Psychology in the Public Interest Award in 1994. The Awards for Distinguished Contributions to Psychology in the Public Interest recognize persons who, in the opinion of the Committee on Public Interest Awards, have advanced psychology as a science and/or profession by a single extraordinary achievement or a lifetime of outstanding contributions in the public interest. These contributions might include the identification or solution of significant social problems, unusual initiative or dedication to activity in the public interest, or the integration of the science and/or profession of psychology with social action in a manner beneficial to all. The Committee is authorized to present two awards each year, each with a prize of $2,000. Beginning in 1983, recipients of the second award may not have held a PhD for more than 15 years. This award was established to recognize the large number of excellent psychologists who have made significant contributions to the public interest during the early stages of their careers. Members of the 1985 Committee included the three most recent past chairs of the Board of Social and Ethical Responsibility for Psychology—Sheldon J. Korchin, Stephen F. Morin, and M. Brewster Smith—and the three immediate past-presidents of the Association— William Bevan, Max Siegel, and Janet T. Spence. The chair of the Committee was Sheldon J. Korchin. The presentation of the 1985 awards was made by M. Brewster Smith. The recipients of the award since its establishment are presented here. 乡村振兴背景下农村土地开发困境与路径优化研究 ——基于公共、集体和个人利益比较视角

乡村振兴战略下我国农村土地开发面临 着多元主体利益冲突与协调困境。以四川省3个村 庄作为研究对象,采用多案例对比、多主体分析 的研究思路,分别解析政府主导、市场主导、村 集体主导三种村庄土地开发路径的开发过程与 驱动机制,并总结其在利益分配方面的困境或不 足。研究结果表明,在公共利益、集体利益和个 人利益的博弈中,开发主体及行为动机差异是造 成利益冲突困境的根本原因。其中,政府和市场 主导的村庄土地开发存在较多的利益分配不协调 问题,而村集体主导能够较好地协调公共、集体 和个人利益的关系。在农村土地开发过程中协调 处理好利益主体的相互关系是解决问题的关键, 应当通过开发主体限制、平台构建、利益联结和 协商机制的确立,实现可持续的农村土地开发与 乡村振兴战略的全面推进。     

Slice groups for post-compression region of interest encryption in H.264/AVC and its scalable extension

Encrypting regions of interest in H.264/AVC and SVC bit streams after compression is a challenging task due to drift. In this paper, we assess whether the use of slice groups makes this task easier and what its expense in terms of bit rate overhead is. We introduce the concept of all-grey base layers for SVC which simplify the encryption of regions of interest in surveillance camera applications while obeying all standard-imposed base layer restrictions. Furthermore, we show that the use of slice groups is possible with relatively low overhead for medium and high bit rates (below 5% in most of the tested configurations). This applies to H.264/AVC as well as SVC bit streams with two and three spatial layers, including those with the newly introduced all-grey base layers. Although we are able to contain spatial and inter-layer drift with our proposed encryption setup, temporal drift still remains an issue that cannot be solved by sole usage of slice groups.

Graph-based approach for human action recognition using spatio-temporal features

Due to the exponential growth of the video data stored and uploaded in the Internet websites especially YouTube, an effective analysis of video actions has become very necessary. In this paper, we tackle the challenging problem of human action recognition in realistic video sequences. The proposed system combines the efficiency of the Bag-of-visual-Words strategy and the power of graphs for structural representation of features. It is built upon the commonly used Space–Time Interest Points (STIP) local features followed by a graph-based video representation which models the spatio-temporal relations among these features. The experiments are realized on two challenging datasets: Hollywood2 and UCF YouTube Action. The experimental results show the effectiveness of the proposed method.
