An integrated approach to analysing the cost efficiency of postal networks

An integrated approach to measure the cost efficiency of the postal network of Universal Service Provider is proposed. An integrated approach enables the measurement of cost efficiency for delivery and non-delivery postal network units. The proposed approach is verified and tested on the postal network of the selected provider and the results were derived by using Data Envelopment Analysis (DEA). The results show that the main sources of inefficiency are inadequate allocation of resources relative to the network units. In addition, the study indicates that economies of scale have a positive impact on the efficiency of postal network units.     

南水北调中线工程受水区二期需调水量预测研究

2002年12月国务院批复了《南水北调工程总体规划》，明确中线工程分两期建设。目前，一期工程已经通水。近年来，随着社会经济的快速发展，受水区的人口、生产规模、节水水平、人们对环境的要求都发生了变化，因此有必要根据新的情况对受水区的用水需求重新预测。分析了城市化发展和城镇用水变化的新形势，依据流域、区域水资源规划成果，提出了中线二期工程受水区需调水量，并与《南水北调中线工程规划》提出的二期需调水量进行对比，以供各方参考。     

An unsupervised approach to generating generic summaries of documents

We present an optimization-based unsupervised approach to automatic document summarization. In the proposed approach, text summarization is modeled as a Boolean programming problem. This model generally attempts to optimize three properties, namely, (1) relevance: summary should contain informative textual units that are relevant to the user; (2) redundancy: summaries should not contain multiple textual units that convey the same information; and (3) length: summary is bounded in length. The approach proposed in this paper is applicable to both tasks: single- and multi-document summarization. In both tasks, documents are split into sentences in preprocessing. We select some salient sentences from document(s) to generate a summary. Finally, the summary is generated by threading all the selected sentences in the order that they appear in the original document(s). We implemented our model on multi-document summarization task. When comparing our methods to several existing summarization methods on an open DUC2005 and DUC2007 data sets, we found that our method improves the summarization results significantly. This is because, first, when extracting summary sentences, this method not only focuses on the relevance scores of sentences to the whole sentence collection, but also the topic representative of sentences. Second, when generating a summary, this method also deals with the problem of repetition of information. The methods were evaluated using ROUGE-1, ROUGE-2 and ROUGE-SU4 metrics. In this paper, we also demonstrate that the summarization result depends on the similarity measure. Results of the experiment showed that combination of symmetric and asymmetric similarity measures yields better result than their use separately.     

2014~2018年福建省生产领域纸巾纸荧光物质质量分析

对福建省生产领域近五年的纸巾纸进行随机抽样和质量分析,检测了产品的可迁移性荧光物质指标。结果显示:纸巾纸产品的可迁移性荧光物质指标共出现5批次不合格产品,产品合格率为98.7%,呈现较高的质量水平;纸巾纸的荧光物质检出率近五年呈现先上升后下降的趋势,2015年出现检出率峰值,其值为15.0%,2018年降为0%。按地域统计,福州地区出现3批次可迁移性荧光物质的纸巾纸产品,产品合格率为95.2%;其余地市的产品合格率均为100%。同时,福州纸巾纸产品荧光物质检出率最高,检出率达到12.7%。按产品质量等级统计,纸巾纸优等品的产品质量总体高于合格品的。     

A new wavelet based fault detection,classification and location in transmission lines

This paper deals with the application of wavelet transforms for the detection, classification and location of faults on transmission lines. A Global Positioning System clock is used to synchronize sampling of voltage and current signals at both the ends of the transmission line. The detail coefficients of current signals of both the ends are utilized to calculate fault indices. These fault indices are compared with threshold values to detect and classify the faults. Artificial Neural Networks are employed to locate the fault, which make use of approximate decompositions of the voltages and currents of local end. The proposed algorithm is tested successfully for different locations and types of faults.     

大口径光学元件装夹转运结构设计及分析

为了实现大口径光学元件的安全装夹、转运,通过光学元件开槽与不开槽两种装夹方式的分析,得出开槽夹紧转运方式将带来微裂纹、应力集中、成本高等缺陷,提出了利用摩擦力克服光学零件的重力和惯性力的低应力装夹转运方案。通过对光学元件低应力夹紧结构设计,并利用有限元分析方法,得到不开槽装夹方式下,光学元件的最大主应力为1.11 MPa,最大切应力为0.73 MPa,远低于光学元件破坏的强度极限,且受力均匀,无应力集中现象。     

高校实验室计算机网络故障诊断技术研究

为了提升高校实验数据处理水平,高校实验室的相关建设工作已经步入正轨,但层出不穷的信息安全问题也向高校实验室计算机网络维护工作提出了新的挑战。文章从现阶段高校实验室计算机网络的相关建设工作出发,简要论述引发网络故障的具体原因,并对其诊断技术进行探讨。     

Alternatives for improving energy security in Cape Verde

The lack of consensus on the meaning of energy security and how it should be measured hinders the evaluation of alternatives for improving the Cape Verdean energy sector. The objective of the paper is to develop an energy security index adjusted to the country's context. The methods used are the multi-criteria analysis and the Delphi survey. Different alternatives to improve energy security are assessed: electrically interconnect Cape Verde's islands, increase the share of renewable energy, and a combination of the previous alternatives. The results of our analysis indicate that increasing renewable energy is the optimal alternative for Cape Verde.
