电力碳排放区域分摊的原则与模型

摘    要:电力行业是主要的碳排放部门,其碳排放产权的合理界定是区域减排合作的基础.针对电力跨区输送的碳排放产权界定问题,考虑电力供应的社会贡献和环境代价,提出了以公平性为基础的分摊原则.基于电力市场下潮流追踪思想,建立了碳流追踪数学模型.该模型通过追溯受电区域的电力来源进行碳排放产权的合理分配,有利于促成区域减排合作、促进能源结构和区域经济的协调发展.上述碳排放分摊原则和模型同样适用于电力碳交易市场,有利于从用户侧激励电力节能减排的实施.实际算例验证了上述方法的正确性和可行性

Abstract:Electricity sector is the main carbon emission entity,thus the property rights definition of carbon emission from electricity sector is the foundation of regional cooperation in carbon reduction.This paper is focused on the property rights definition of regional carbon emission from trans-regional electricity system.A fair carbon allocation principle is proposed considering the social contribution and environmental cost of electricity supply.Based on the power flow tracing methodology under electricity market,a mathematical model of carbon flow tracing,which traces the sources of regional electricity inputs to determine the carbon allocation reasonably,is established.This method may contribute to facilitate the trans-regional emission reduction cooperation,and promote the coordinated development of energy structure and regional economy.The proposed principle and model also make sense in the coming carbon trading market of electricity sector,and provide incentives to electricity consumers for energy conservation and emission reduction.Finally,the feasibility of the method is verified by an actual example.
