| 摘 要： | 城市流浪乞讨人员作为弱势群体中的弱势群体，医疗状况令人堪忧。目前，我国法律针对流浪乞讨人员的医疗救助保障制度不健全，严重损害了乞讨人员的健康权和生存权。从法律角度出发。结合现状和实施的必要性，提出建立城市流浪乞讨人员医疗救助法律制度的时策，逐步健全我国城市流浪乞讨人员医疗救助法律制度。
