This paper elaborates on the characteristic of city plan,analyses several existing problems concerning its planning and its execution,discusses how to carry out planning innovation and improve planning management level and suggests that city planing shouldin accordance with the local present situation and that a larger city framework be set up to lay a solid foundation for future development.
