| 摘 要： | 在三部委发布了电信业重组方案后，电信市场正在向三家全业务运营主体的竞争市场迈进。分析了全业务背景下电信管制面对的问题，提出了尽快出台电信法律法规、建立独立管制部门机构和合理利用非对称管制政策等策略来对市场进行规范，以促进资源优化配置。

| Abstract: | After the three ministries issued the reorganization plan of the telecommunications industry, telecommunications market will be a competitive market which has three entire business operations operators. This paper analyzes the problems telecom regulation will have to face, and it suggests putting forward telecommunications laws and regulations as soon as possible, establishing an independent regulatory agency and using non-symmetric regulations to regulate the market in order to promote optimal allocation of resources. |
