北京风景名胜区调研

通过对北京市国家级、市级和部分区县级风景名胜区的全面调研,系统地了解北京市风景名胜区在发展中取得的成绩和存在的问题。北京市风景资源丰富,空间分布具有优势,而且其经济社会发展位居全国前列,居民和游客对资源的需求多样,但是北京仅将风景名胜区事业作为普通产业,风景资源管理水平不高。分析了北京风景名胜区事业滞后的历史成因和发展中的矛盾焦点,对其中与全国风景名胜区事业发展趋势不符,与北京建设"世界城市"目标不符的重点问题,建议通过法制建设,从战略层面针对性地提出解决对策,从而使北京的风景名胜区管理发挥自身优势,赶超全国平均水平。

The Investigation on Beijing Famous Scenic Areas

Through comprehensive research, achievements and problems of Beijing scenic and historic areas were systematically analyzed. Beijing has abundant scenic resources, advantage spatial distribution, and the national leading place in economic and social development, and citizens and tourists have diverse demands for resources, but Beijing takes the landscape course as an ordinary industry and the scenic resource management level is not high. Its historical origin, interests and contradictions were analyzed. In order to deal with the key problems, which are inconsistent with the trend of national scenic and historic area, or run counter with the Beijing’s "Global City" construction goal, a series of measures are recommended through the legal system, so as to ensure a well-developing future of the Beijing’s scenic and historic area management and catching up with and surpassing the national average.
