在过去40年中,社区福祉指标已经逐渐成为衡量社区质量、居民生活水平等方面的一项重要指标.研究从建立社区福祉指标系统的背景入手,对澳大利亚维多利亚州社区指标系统的主要内容进行介绍,其中包括指标框架、数据来源和选择等.通过对城市规划与社区健康的关系及相互作用、公众参与对社区规划和福祉影响等方面的分析,研究指出城市规划对推动社区健康和福祉发展具有重要作用,在重新审视人类发展本质并将追求幸福作为社会发展主要目标的同时,城市规划对人类发展的意义和作用或将引发新一轮的思考.  相似文献

As Taiwanese people's awareness of civic consciousness has risen over the past decade, the government has undergone administrative reform to allow citizens to participate in public affairs. The Neighbourhood Park Improvement Plan (NPIP), as executed by the Taipei City Government, is aimed at encouraging community involvement in the planning and design of neighbourhood parks. The purpose of this study was to examine the outcome of the NPIP by comparing facility suitability and functional benefit, as well as park users' emotional bonding and involvement intention, with regards to improved and unimproved neighbourhood parks. The results indicated that park users considered the facility suitability and functional benefits of improved parks to be better than those of unimproved parks. In addition, users' emotional bonding to, and involvement intention for, improved parks were stronger than those of unimproved parks. Based on the findings, suggestions were made for community involvement in park improvement projects.  相似文献

This paper considers the gradual re‐emergence of urban food production initiatives in the local authorities of England and Wales. A typology of local authority actions is constructed which links urban food initiatives to broader Local Agenda 21 processes and community participation initiatives. Several key dimensions are identified which need to be assembled in local authorities if urban food production is to become more widespread. These include: the development of the enabling role of local authorities, the commitment of member involvement, seeing urban food production as a central element in progressing sustainable and community development, developing a more proactive and integrated planning policy which develops capacity and reverses the steady decline in allotment provision. Making the links between food production, community involvement and effective land‐use planning strategies is a key element in progressing food production and reducing the conception of urban food production as simply a contradiction in terms. This will involve the engagement of local authorities, and particularly planning in the broader aspects of the politics and local economy of food currently emerging amongst urban consumers.  相似文献

Community resistance to urban consolidation has been the subject of much research. However, dialogue through social media between citizens and planning agencies is rarely captured and analysed. Using discourse analysis we explore the discourses employed by local government, a state planning agency, an independent expert panel, journalists and a self-organised community group to either support or oppose a proposed development. Due to the significant use of social media by the community group and other stakeholders, we include Twitter dialogues in our discourse analysis. Three key findings emerge; first, a central strategy mobilised by all stakeholders was the tendency to appropriate the arguments of other stakeholders in order to support their own arguments. Second, the community group’s knowledge of the planning process improved to the extent that they developed a strong awareness of a larger planning system which broadened the scope of their social media strategy. Third, social media’s provision to the public of an open and expeditious channel of communication strained the internal processes of a planning agency.  相似文献

In light of the growing emphasis on community engagement in the literature on renewable energy planning, and given the acknowledgement of the complexity of community engagement as a concept, we conducted an empirical review of practice relating to community engagement with onshore wind farms in the UK, exploring what is actually happening in terms of community engagement relating to onshore wind farms, and examining the rationales underpinning approaches to community engagement. We found that a wide range of engagement methods are being used in relation to onshore wind farms across the UK, but that these are predominantly focused at consultation and awareness raising. Developers typically retain considerable – or total – control within such engagement processes. However, the case studies presented in this paper also evidence some innovation in engagement methods. Through this research we develop and test a non-hierarchical classification of community engagement approaches: awareness raising; consultation and empowerment. This provides a useful tool for reflecting on practices and rationales of community engagement. By considering the three approaches non-hierarchically, this model allows for an examination of how such rationales are acted on in practice.  相似文献

基于2014年中国劳动力动态调查数据,运用描述性分析、Logistic回归模型,探究了社区游憩设施密度对居民BMI的影响。研究发现社区游憩设施密度对城乡居民的BMI存在影响差异,游憩设施中的健身设施密度的增加可以显著降低城市居民的超重或肥胖几率,而对乡村居民并无显著作用,影响乡村居民BMI的关键因素是其收入水平。城乡居民的健康意识以及经济发展水平差异,造成了个体健康方面的差异。研究结果将对我国城乡社区规划具有一定的指导意义。  相似文献

The improvement of the standing accorded to analysis and interpretation of land development data in administrative and judicial review of land development regulations is the most important objective far city planning as a whole over the long run. In recognition as well that city planning will require redefinition for more productive involvement with other disciplines and with technological progress, a new location and content for the traditional comprehensive plan is suggested—as a preamble to land use regulations, to be adopted by the governing body. Legislative enactment in shorter time of an abbreviated statement of community development principles then provides explicit recognition within our system of review and adjudication for ongoing planning research and recommendations.  相似文献
