Abstract

The Soviet period of the command system left a legacy of under-funded multilevel bureaucratic structure of water administration and planning for the Central Asia and Caucasus countries. The existing administrative system of water management is unable to cope with inter-sector, dynamic, and versatile character of current water management problems. Therefore, the situation calls for principles of integrated water resources management (IWRM) in the region. This paper presents some ideas about institutional reforms in water sector started in Central Asia and Caucasus regions. It describes the key IWRM principles and how these principles are being implemented into practice.  相似文献

Many countries, including Malawi, are implementing integrated approaches for the development, management and use of water and other natural resources. Integrated Water Resources Management (IWRM) is, arguably, one approach considered helpful in addressing water issues effectively and sustainably. This study assesses the implementation of IWRM in Malawi to the present time, in relation to the five priority areas the country's Integrated Water Resources Management/Water Efficiency (IWRM/WE) Plan (2008–2012) sought to address, as well as the potential benefits of infusing Integrated Lake Basin Management (ILBM) in this approach. Document reviews, key informant interviews, questionnaire surveys and site visits were the employed methods in this analysis. Considering the significant importance of lakes in the country, this study, through application of the strengths, weaknesses, opportunities and threats framework, provides insight on how lake basin management issues can best be incorporated within the existing IWRM‐based framework to promote the management and utilization of lakes for sustainable use. While acknowledging the relevance of a holistic approach, the study highlights the importance for the country to ensure that its development agenda is not negatively affected in the course of implementing IWRM.  相似文献

Abstract

The concept of integrated water resources management (IWRM) has been around for some 60 years. It was rediscovered by some in the 1990s. While at a first glance, the concept of IWRM looks attractive, a deeper analysis brings out many problems, both in concept and implementation, especially for meso- to macro-scale projects. The definition of IWRM continues to be amorphous, and there is no agreement on fundamental issues like what aspects should be integrated, how, by whom, or even if such integration in a wider sense is possible. The reasons for the current popularity of the concept are analyzed, and it is argued that in the real world, the concept will be exceedingly difficult to be made operational.  相似文献

Abstract

Jordan is extremely water-scarce with just 167 m3 per capita per year to meet domestic, industrial, agricultural, tourism, and environmental demands. The heavy exploitation of water resources has contributed to declines in the levels of aquifers and the Dead Sea. Rapid growth in demand, particularly for higher quality water for domestic, industrial, and tourism uses, is significantly increasing pressure on agricultural and environmental uses of water, both of which must continue to adapt to reduced volumes and lower quality water. The agricultural sector has begun to respond by improving irrigation efficiency and increasing the use of recycled water. Total demand for water still exceeds renewable supplies while inadequate treatment of sewage used for irrigation creates potential environmental and health risks and presents agricultural marketing challenges that undermine the competitiveness of exports. The adaptive capability of the natural environment may already be past sustainable limits with oasis wetlands having been most seriously affected. Development of new water resources is extremely expensive in Jordan with an average investment cost of US$4 to $5 per cubic meter. This paper examines four integrated water resources management (IWRM) approaches of relevance to Jordan: water reuse, demand management, energy-water linkages, and transboundary water management. While progress in Jordan has been made, the Ministry of Water and Irrigation continues to be concerned about the acute water scarcity the country faces as well as the need to continue working with concerned stakeholders to assure future water supplies.  相似文献

As water has become the shortest resources in arid, semi-arid and rapid urbanization areas when the water resources utilization has approached or exceeded its threshold, water resources system slows down the socio-economic growth rate and destroys the projected targets to eradicate poverty and realize sustainable development. We put forward the concept of Water Resources Constraint Force (WRCF) and constructed a conceptual framework on it. Conceptual models on the interactions and feedbacks between water resources and socio-economic systems in water scarce regions or river basins indicate that, if the socio-economic system always aims at sustainable development, WRCF will vary with a normal distribution curve. Rational water resources management plays an important role on this optimistic variation law. Specifically, Water Demand Management (WDM) and Integrated Water Resources Management (IWRM) are considered as an important perspective and approach to alleviate WRCF. A case study in the Hexi Corridor of NW China indicates that, water resources management has great impact on WRCF both in Zhangye and Wuwei Region, and also the river basins where they are located. The drastic transformation of water resources management pattern and the experimental project – Building Water-saving Society in Zhangye Region alleviated the WRCF to some extent. However, from a water resources management view, WRCF in Zhangye Region still belongs to the severe constraint type. It will soon step into the very severe constraint type. In order to shorten the periods from the very severe constraint type finally to the slight constraint type, WDM and IWRM in the Hei River Basin should be improved as soon as possible. However, in the Shiyang River Basin, WRCF belongs to the very severe constraint type at present due to poor water resources management in the past. Though the socio-economic system adapted itself and alleviated the WRCF to some extent, the Shiyang River Basin had to transform the water supply management pattern to WDM, and seek IWRM in recent years. It is concluded that WDM and IWRM is a natural selection to alleviate the WRCF on the socio-economic system and realize sustainable development.  相似文献

Cameroon is blessed with abundant water resources. Rapid population increase, unplanned urbanisation, intensive industrial and socio-economic development have led to poor and unsustainable management of these resources. Integrated Water Resources Management (IWRM) is a promising approach in ensuring sustainable management of Cameroon’s water resources. It entails management of water for various purposes and not for a single purpose which therefore involves different stake holders aiming at achieving sustainable water resources management. This paper seeks to evaluate recent efforts to implement in IWRM in Cameroon by examining the institutional framework for IWRM in Cameroon, conditions for the implementation of IWRM and proposes reforms for improving IWRM in Cameroon. The paper concludes that reforms such as public participation at local council levels, recognition of water as both an economic and a social good, putting IWRM within the larger context of Integrated Natural Resource Management (INRM) and the exploitation of mathematical models within hydrological basins will improve IWRM in Cameroon.  相似文献

Research on water resource conflicts needs to be better aligned with practitioner approaches to water resources development, chiefly integrated water resources management (IWRM). This paper bridges the gap between research and practice through a novel application of the social–ecological systems framework to a set of 10 conflict cases from an IWRM initiative in rural Central America. The conflicts in the empirical cases are found to be primarily the result of socio-political variables, particularly low levels of trust and social capital, and peacebuilding is suggested as a promising approach to address this suite of conflicts. The paper concludes with a proposed course of research designed to further both theoretical and applied knowledge of water resource conflicts.  相似文献

Integrated water resources management (IWRM) relies on co-ordination, co-operation and sharing of collected data amongst relevant organizations. This article presents the results of systematic research into non-technical barriers that influence IWRM-related data sharing in transboundary contexts, with a focus on the Mekong River Commission’s procedures for data sharing in Thailand. The current extent of data sharing is quite limited. The main bottlenecks hindering relevant Thai organizations’ sharing data across national boundaries appear to be a perception of limited gains, and concerns for national security. The article concludes that data sharing for IWRM implementation cannot be radically improved without significant changes in the mindsets of the relevant organizations, and suggests how to achieve this.  相似文献

Lack of sufficient quantities of water in the UAE is one of the major problems facing sustainable development. The arid climate of the country plays a significant role in the water resources availability. Rainfall, which is a main source of recharge for different water resources, such as surface water and groundwater, is scanty and extremely irregular in time and space. Evaporation, which reduces the amount of surface water, is high. Heavy pumping of groundwater has deteriorated groundwater levels. Desalination plants have been launched in different parts of the country to meet increasing water demands due to increasing population and economical development in the country. The continued reduction of water storage will hinder the development in the country. To avoid this problem, integrated water resources management (IWRM) strategy should be implemented. Searching for new non-conventional resources is also essential. This paper aims to assess the conventional and non-conventional water resources in the UAE and estimates the past and future water demands. In addition, this article focuses on future water strategy scenarios and plans.  相似文献

In recent years, guidelines have been developed for supporting water managers in dealing with uncertainty in integrated water resources management (IWRM). Usually such guidelines have concentrated on certain aspects of processes in IWRM, notably on uncertainty associated with the modelling process and monitoring data. While this is of undisputed importance for supporting water managers in making well balanced and informed decisions, less attention has been paid to guiding policy makers in where uncertainty may emerge when considering the whole water management process. In this paper it is assessed in what way the policy makers can benefit from support in accounting for uncertainty at various stages in the water management process. Point of departure is an analysis of a broad range of uncertainty guidelines and their categorization in the water management process using a recently developed framework. Emphasis is on linking sources of uncertainty to uncertainty guidelines from an applied point of view in water management by developing a way to assist water managers to deal with uncertainty in IWRM and make informed and robust decisions. To support this, the Upper Guadiana basin in Spain and three Rhine basins are used as cases for water management issues in which it is demonstrated how water managers potentially can benefit from uncertainty guidelines in support of policy making, for instance with respect to implementation of the Water Framework Directive (WFD).  相似文献

Israel is a semi-arid country,and a significant increase in population combined with sustained economic growth now place enormous pressure on the country's scarce water resources.To date,the Israeli government,however,has been successful in addressing this problem.Rigorous enforcement of policy,institutional and legal measures has been very effective,and in many aspects the country is a worldwide leader in water resources management.This paper therefore reviews Israel's efforts in this area in order to identify lessons that may provide useful insights for developing countries-such as China-whose future economic growth is also threatened by water scarcity.  相似文献

The recognition that water plays a central role in industrial, agricultural, economic, social and cultural development has, over the past half century, led to the development of strategic management approaches based on the concept of integrated water resources management (IWRM). This paper assesses the extent to which IWRM theory has been converted into practice and identifies existing "research gaps". We set out our arguments as a critique of IWRM; describing its basic tenets, exploring its value as a conceptual tool, considering its scientific pedigree, questioning its novelty as a resource management paradigm, and suggesting ways of translating the theory into more widespread practice. Finally, we argue that whilst models in their broadest sense can make a significant contribution to IWRM research and practice, a revised assessment of the source of their value is required.  相似文献

Following some definitions of IWRM within a context of integrated catchment management, and a summary of the major goals and strategies as well as scale considerations in IWRM, this paper highlights some differences between IWRM in Lesser Developed Countries (LDCs), i.e. the so-called “South”, and Developed Countries (DCs), i.e. the so-called “North”, by outlining characteristics of DCs and LDCs which shape their respective needs in IWRM. Thereafter inherent problems in regard to IWRM in LDCs are identified. This is followed by examples from four case studies in southern African catchments which focus on some of the uniquenesses of IWRM issues in LDCs which, in the author's experiences, are often forgotten by theorists and practitioners from the “North”,viz.that
•  while catchment studies tend to emphasise mainstem river discharge characteristics,these are not the sources of rural water supply problems in LDCs (a case study from the Thukela HELP catchment in South Africa);
•  water poverty is acute in many meso-scale catchments and is likely to be exacerbated by global warming (again, a case study from the Thukela catchment);
•  water quality problems for the rural poor, who are still without potable water supplies, frequently revolve around the biological health of rivers, rather than those related to chemical or physical water quality (a case study from the Mgeni catchment in South Africa); and
•  climate change may have severe impacts on both within-country reservoir management and out-of-country outflow obligations to downstream countries on already stressed catchments dominated by high water demanding irrigated crops (a case study from theMbuluzi catchment in Swaziland).
In each case study simulation modelling has been used as a tool in IWRM. A concluding section therefore focuses on some selected problems which have been identified by the author in regard to hydrological modelling in LDCs. Abstract

As with most arid regions, the gap between increasing demands for freshwater and the limited available natural resources has increased dramatically in the Sultanate of Oman. This is mainly due to the expansion in agricultural production and improvements in the standard of living with increasing demands per capita for good quality water. Major aquifers are affected from excessive pumping at rates, which have reached 190 percent of the safe yield in some areas. Several water management approaches have been introduced and implemented, including augmentation of resources and conservation of water. The overall annual water deficit has been estimated to be about 378 Mm3, nearly 50 percent of this being in the most agriculturally productive area of the country. This paper highlights the water shortages in Oman and the efforts exerted to resolve them. It also presents an economic assessment of costs and benefits that might provide a preliminary sound base for examining alternative methods of water augmentation and conservation. It is concluded that, even though conservation practices cost much less than augmentation, favoring one practice over the other is contingent on considerations other than mere costing. However, the general policy seems to favor augmentation rather than conservation. This policy must be reviewed through continuous assessment and feasibility studies  相似文献

Integrated Water Resource Management (IWRM) is gaining increased acceptance among water policy makers and researchers as a way to create more effective governance institutions, leading towards integrated water development solutions for poverty alleviation, while addressing social, economic and environmental aspects of water challenges. However, global environmental change poses fundamental challenges to water policy makers as it implies vast scientific, and hence, policy uncertainty; its implications for international water governance initiatives remain unspecified, effectively hindering dialogue on how current IWRM initiatives should be modified. This paper addresses the lag between our growing understanding of resilient interconnected freshwater resources (and their governance) and the reforms being promoted by policy makers. In particular, there is a need to rethink some of IWRM's key components to better tackle the challenges posed by the complex behaviour of interconnected social-ecological systems and global environmental change.  相似文献

Mathematical models are tools that can facilitate the instrumentation of the Integrated Water Resources Management (IWRM). The first basin models to be developed were completely hydrological; today, due to the urgent need to plan the sustainable use of water resources, new models are needed that in addition to hydrology also incorporate social, economic, legal, environmental and other aspects. The objective of this work was to identify the characteristics that mathematical basin models must have in order to satisfy the requirements of IWRM. To achieve this, the conclusions of the main international conferences on water and the environment were analyzed; these were conferences in which IWRM was promoted as a strategy to face the challenges of both sectors. IWRM considers social participation as a key element in the decision-making process; consequently, the models must be accepted and applied, and their results interpreted, by those who participate in the process even if they are not modelling experts. This requires a change of perspective in the scientific community for the development of new IWRM models, in government institutions regarding their role as water administrators, and in water stakeholders regarding their role as decision-makers. The results of the analysis indicate that models for IWRM must be accessible to non-expert users, integrate different viewpoints, representing adequately the problem to be solved, in addition be flexible and have a structure focused on practical solutions.  相似文献

ABSTRACT

This article describes the efforts of the Mexican government toward more efficient management of water resources. Inaccordance with the Mexican Constitution, municipal governments have been responsible for urban water and sanitation services. However; in practice most municipalities have weak finances and little expertise in managing water systems and the federal government still plays an important role in the management and financing of water infrastructure.

The article highlights the current state of the water sector in Mexico, including some of the main aspects of the legal and institutionalframework. It discusses the main difficulties faced by the municipalities in accomplishing their task. The strategy of the federal government, in order to achieve better urban water management, has focused on four main policies: changes in the legal and institutional framework for water management, further decentralization, new financing schemes, and greater private sector involvement. It concludes that flexible approaches should allow municipalities to find appropriate institutional, financial, and technical solutions.  相似文献

Challenges facing the water sector in Egypt call for the adoption of an integrated water resources management (IWRM) approach, which integrates all available resources to meet escalating water demands of the different water use sectors. This paper intends to provide a review of the irrigation water sector drivers in Egypt in terms of challenges, policies and their characteristics. The paper also introduces a proposal for a vision for institutional reform in the irrigation water sector to provide the proper enabling environment for wide application of the IWRM concept and a greater role of the private sector in the irrigation sector.
