联合体施工管理实例--浅析广州国际会议展览中心工程项目管理

本文旨在通过广州国际会议展览中心工程联合体施工的管理实例,阐述现代管理策略在联合体施工管理中的应用。     

Introduction to EC RESHYVENT–EU cluster project on demand controlled hybrid ventilation for residential buildings

In December 2004 the EU RESHYVENT project was completed, a 3-year project within the EU Fifth Framework Program on the investigation and development of demand-controlled hybrid ventilation systems in residential buildings. The project is a cluster of four industrial consortia with a multi-disciplinary scientific consortium. Each of these industrial consortia has developed a working prototype of a hybrid ventilation system for a specific climate. A scientific group with 12 partners from research institutes, consultants and universities carried out the scientific research work for the development of these systems.     

Assessment of European railway bridges for future traffic demands and longer lives – EC project “Sustainable Bridges”

A European Integrated Research Project has recently been started within the 6th Framework Program of the European Commission. The project aims at improved methods for the upgrading of existing railway bridges within the European railway network. The main objectives of the project are to increase the transport capacity by allowing higher axle loads and by increasing the maximum speeds. Other objectives are to increase the residual lifetime of existing bridges and to enhance management, strengthening and repair systems. The overall goal is to enable the delivery of improved capacity without compromising the safety and economy of the working railway. A consortium consisting of railway bridge owners, consultants, contractors, research institutes and universities will carry out the project, having a gross budget of more than 10 million Euros. Funding from the European Commission covers a major portion of the four-year project costs.     

基于熵权- TOPSIS 的 EPC 项目联合体协同度评价研究

为有效推进 EPC 项目联合体资源与要素间的整体协同发展,提高 EPC 项目联合体内部协同度。 运用扎根理论从组织协同、信息协同、目标协同、过程协同、资源协同 5 个方面构建 EPC 项目联合体协同度评价指标体系; 采用熵权法确定评价指标权重并从 EPC 项目设计阶段、采购阶段、施工阶段、试车阶段构建 TOPSIS 协同度评价模型; 并以实际案例验证协同度评价模型的有效性,以期为 EPC 项目联合体协同度评价提供参考。     

政府投资项目管理模式的探索

分析目前我国投资项目的现状，介绍了发达国家及香港的模式，提出我国政府投资项目管理模式改革的设想。严格区分政府投资工程与非政府投资工程，加强对政府投资工程管理；加强政府投资项目的计划管理、招投标制度建设及审计和稽查制度等。     

关于工程项目风险控制与管理的探讨

针对工程项目风险控制与管理进行了探讨，提出应通过正确认识管理风险、增强防范意识、健全组织体系、加强廉洁从业教育、完善相关制度、开展企检联防等途径来加强工程项目风险控制和管理，从而保障正常的施工生产。     

Harmony or anarchy-the challenge of a consortium

An increasingly significant feature of large projects is the internationalisation of the project consortium formed for the purpose of elaborating an offer and, if successful, subsequently delivering the project. How can the task of a consortium be smoothed through the project life cycle? The performance of any consortium in reaching these objectives is directly affected by how the partners choose (or are obliged) to work together. The factors that define this consortium process-organisation, leadership, roles and responsibilities, communication, coordination, design process, teamwork, culture, decision making processes and so on-are not always fully defined during the sales/project definition phase. Experience suggests that initial analysis of the operating environment, both internal and external to the proposed project, has historically been weak with the neglect at the early planning stage of many important issues that will ultimately affect the implementation of the project. In other words, whilst the inputs and outputs are more or less well known, the project process itself is often poorly treated until the actual implementation phase, and as a result the consequences are often severe. This article presents the case for better and more systematic consideration-and management-of such issues throughout the project life cycle     

基于互惠共赢的 DB 联合体工程优化收益分配机制

设计施工总承包模式（DB/EPC）是目前国际上广泛应用的工程承包方式,而设计方和施工方组成联合体承包又是一种主流的承包方式;DB 的最大优势是利用设计施工一体化的条件优化工程,而优化收益如何分配不仅影响到双方积极性,甚至关系到设计和施工方合作的成败。现有研究完全采用“经济人”假设,并通过构建博弈模型,进而提出 DB 联合体双方优化工程额外收益的分配方案。然而,设计方和施工方组成联合体已建立了信任基础,应同时考虑“经济人”和“社会人”假设;基于此,构建按双方承担风险责任的大小分配优化工程额外收益的模型;同时,考虑到公平性,设计了“第三方”评估机制,对工程设计方和施工方工程优化中承担风险责任的大小进行评估,以科学合理分配工程设计方和施工方优化工程所得额外收益,进而实现互惠共赢     

EPC模式水环境治理项目施工噪声环境管理体系研究

施工噪声是城市（特别是超大城市）噪声污染问题和噪声投诉的主要来源。以深圳市某河水环境治理的 EPC 总承 包项目为例，基于现场施工过程噪声源强的定量研究和现场调查及环境影响问卷调查，分析了项目施工阶段的噪声污染特征， 并基于查尔斯·戴明提出的 PDCA 项目管理模式和 ISO14001 环境管理体系的要求，提出了 EPC 项目施工噪声环境管理体系。 该案例可减少施工大城市噪声投诉事件，为施工噪声污染管理提供参考，也为水环境治理 EPC 项目施工环境管理提供了重 要依据。     

对工程项目管理索赔的认识

索赔是社会科学与自然科学融为一体的边缘科学。在市场经济趋于发展的我国建筑市场,任何工程项目管理中出现索赔都是不可避免,项目管理者要想成功管理和经济效益最大化,就必须重视工程索赔问题,增强索赔意识。当然,索赔管理它涉及到工程技术、工程管理、商贸、财会、法律和公共关系等诸多方面。索赔工作处理得好坏直接关系项目管理层的综合管理水平乃至项目管理的成败。无论业主还是承包商,合同管理都是项目管理的重要构成,工程索赔作为合同管理的一部分,却是一项极其重要、且具复杂性而又系统性、既严格又细致的工作内容,它能直接影响合同执行的最终结果。所以,探讨和关注建设工程项目管理中的索赔是很有实际意义的。     

Project risk management methodology for small firms

We present a project management methodology designed for small businesses (SMEs), who need to run projects beyond their normal operations. These projects are critical to the survival of these organisations, such as the development of new products to adapt to the market or new legislation, management system implementations, etc. Very frequently, the managers of these projects are not project management professionals, so they need guidance to have autonomy, using minimal time and documentation resources. The risk management method outlined in this paper is based on extensive research with a large number (72) of Spanish companies. This new methodology considers the factors that are usually neglected by SMEs; i.e., project alignment with the company's strategy and results management. The methodology, based on project risk management, includes simple tools, templates and risk checklists with recommended actions and indicators. For validation it was tested in five different types of real projects (innovation, management systems and ICT implementation) of industrial and service companies with different characteristics.     

责任成本管理是项目管理的核心

结合施工企业项目管理实际特点,介绍了加强责任成本管理的思路和方法,从观念、责任成本中心、施工组织设计、制度等方面进行了具体阐述,以期降低成本,提高盈利水平,实现经济效益最大化。     

EPC联合体风险动态分担研究——基于ISM-随机合作博弈

为了使EPC项目联合体成员风险分配更加合理,在识别EPC项目全过程风险的基础上,运用ISM法对总承包商风险进行层次划分,构建“四阶段”风险动态分担框架;在此基础上,针对共担风险,提出基于随机合作博弈的最优风险分担模型并进行求解,得到联合体成员的最优风险分担比例。以经济风险为例,应用此方法对其在联合体内部进行转移,实现风险的最优分配,使项目总效益提高,验证了风险动态分担模型的作用。     

博弈视角下 EPC 项目联合体风险分担研究

为了对 EPC 项目联合体风险进行合理分担,促进 EPC 项目的顺利实施,在文献分析及专家访谈的基础上确立了 EPC项目联合体风险因素指标体系。采用完全信息静态博弈理论对风险因素进行初次分担,针对共担风险构建风险分担修正指标体系,采用 G1 法及 CRITIC 法对 EPC 项目联合体风险分担修正指标进行组合赋权。并以自然风险为例构建改进 Shapely 模型,确定 EPC 项目联合体合理的风险分担比例,进一步验证模型的有效性。     

浅谈供油工程项目的实施管理

结合多年供油工程项目建设工作实践经验,提出了实施阶段有待优化的管理内容,从现场工程质量控制、工程进度管理和全面成本控制等方面出发,探讨分析了业主在工程项目实施阶段的管理重点。针对工程项目现场管理问题和不足,提出了优化现场管理的主要内容,并将其运用在实际的工程项目管理中,提高了工程管理质量和效率。     

计划阶段工程项目协调管理的机理与设计

通过对大型工程项目组织协调特征的分析,根据工程项目计划的协调作用,深入分析了进度计划的协调机理,据此提出了运用目标分解、WBS、界面分析等管理技术进行计划阶段工程项目协调管理的程序和方法。研究充分结合了工程经验,力求符合工程实际应用要求。
