Action strategies for strengthening industrial clusters in southern Taiwan

For the past decade, the Taiwanese government has applied the policy of “North heavy, South light” to put more emphasis on development in northern Taiwan instead of the south. This has resulted in uneven development between the northern and southern regions, especially when introducing, developing, and supporting high technology and resource allocation in education. Industry clusters have become the centerpiece of economic development policy in many parts of the world. In this study, it is assumed that there are two categories of less-advantaged regions in Taiwan: (1) older industrialized regions dominated by labor-intensive/capital-intensive industries, and (2) industrial regions that have merged with potential high-technology small firms but still lack infrastructure. This study discusses the following points: (a) How do industrial clusters work in action? (b) What barriers do less-advantaged industrial clusters face? (c) What action strategies promote less-advantaged industrial clusters?     

南洲水厂自动化综合监控系统

介绍了南洲水厂自动化控制系统的结构及组成，以及设计考虑的主要问题。针对系统规模大、监控点数多、控制复杂等特点，在传统DCS系统三层结构上进行扩展，采用最新的企业级分布式监控解决方案，应用多种通讯技术，揉合多种工业总线，解决了固定和移动设备、远程站点的卖时监控问题，实现了不同设备、不同子系统之间的数据交换，是真正意义上的一体化控制。     

Integrated Automation System for Rare Earth Countercurrent Extraction Process

Lower automation level in industrial rare-earth extraction processes results in high production cost, inconsistent product quality and great consumption of resources in China. An integrated automation system for extraction process of rare earth is proposed to realize optimal product indices, such as product purity, recycle rate and output. The optimal control strategy for output component, structure and function of the two-gradcd integrated automation system composed of the process management grade and the process control grade were discussed. This system is successfully applied to a HAB yttrium extraction production process and was found to provide optimal control, optimal operation, ontimal management and remarkable benefits.     

光总线在组合导航系统中的应用分析

航空电子系统和光通信发展到一定阶段，光总线将广泛应用于航空领域。在组合导航系统中，利用光总线进行通信可以极大地提高系统整体性能。本文介绍了光总线技术的发展及研究现状，重点分析了1394总线，提出了基于1394光总线的综合导航系统的网络结构及关键技术。

An integrated downstream processing strategy for the recovery and partial purification of penicillin acylase from crude media

An integrated process strategy for the recovery of penicillin acylase was developed, based on precipitation of non‐enzymatic proteins directly from Escherichia coli homogenates or crude extracts using Rolquat (quaternary ammonium salt) and adsorption of the enzyme on Amp‐Seph (3.8 µmole ampicillin cm^?3) under pseudo‐affinity conditions. The effect of pH, concentrations of ammonium sulfate and Rolquat, and also concentrations of protein and cell debris on the precipitation of non‐enzymatic proteins from homogenates and crude extracts of penicillin acylase were analysed. The method of addition of Rolquat to homogenates and crude extracts significantly influenced the size of the precipitated particles. Improved results on the specific activity of penicillin acylase were obtained for 22% and 1% (w/v) of ammonium sulfate and Rolquat, respectively, added sequentially to enzyme solutions and at room temperature. Under these experimental conditions, the specific activity of penicillin acylase in homogenates and crude extracts was enhanced 2.5–3.0‐fold. Finally, the integrated process strategy was implemented first by precipitation of non‐enzymatic proteins and recovery of penicillin acylase directly from the enzyme solution treated with Rolquat using an adsorption/filtration system with an overall yield of 86%. This system allows simultaneously the filtration of cell debris and fine precipitated particles, in situ recovery of penicillin acylase by its adsorption on Amp‐Seph, and selective desorption of the enzyme with a specific activity of 11 IU (mg prot)^?1 and a desorption yield of 95%. © 2002 Society of Chemical Industry     

A note on calculating autocovariances of long-memory processes

In this paper, we consider a method (splitting) for calculating the auto- covariances of fractional integrated processes (ARFIMA) and generalized integrated processes (GARMA). The splitting method does not require any restriction on the autoregressive roots, and allows fast calculation of the autocovariances of these processes.     

SOI热光4×4光开关阵列的研制

设计和制作了由5个2×2多模干涉马赫-曾德开关元组成的重排无阻塞型SOI 4×4热光开关阵列.阵列的最小和最大附加损耗分别为6.6和10.4dB,阵列的串扰为-12 ～-19.8dB,光开关阵列的开关速度小于30μs,单个开关元的功耗大约为330mW.     

采用磁集成技术的低压大电流DC/DC变换器的仿真

运用回转器一电容模型可以很好的理解磁性器件，特别是复杂的集成磁件。文章运用磁导电容类比建模法建立了磁件的回转器一电容模型。在回转器一电容模型中，磁路由容性电路来模拟，绕组由双端口的回转器来代替。进行了采用磁集成技术的低压大电流DC／DC变换器的仿真。仿真电路拓扑是原边不对称半桥、副边倍流整流电路。磁集成变压器的结构是Wei Chen提出的原边绕于中柱的只在侧柱开气隙的倍流整流磁集成结构。建立了用SPICE语言描述的回转器仿真模型。仿真软件是MULTISIM2001。     

松辽流域初始水权分配中确定政府预留水量的研究

介绍了松辽流域水权初始分配中政府预留水量问题的系统研究。首先给出了政府预留水量的确定原则和预留优先级，然后提出一种政府预留水量双侧耦合分析方法，通过政府预留水量的需求与可能两个侧面，采用“自下而上”的预留需求与“自上而下”的可预留水量双侧耦合分水模式。通过大量的分析和计算，得出了松辽流域不同水平年、不同频率的政府预留水量。分析和应用结果表明，该方法是可行的，可为流域初始水权分配提供一种有效的技术方法。
