Some of the world's most valuable aquatic ecosystems such as deltas, lagoons and estuaries are located in the coastal zone. However, the coastal zone and its aquatic ecosystems are in many places under environmental stress from human activities. About 50% of the human population lives within 200 km of the coastline, and the population density is increasing every day. In addition, the majority of urban centres are located in the coastal zone. It is commonly known that there are important linkages between the activities in the upstream river basins and the environment conditions in the downstream coastal zones. Changes in river flows, e.g. caused by irrigation, hydropower and water supply, have changed salinity in estuaries and lagoons. Land use changes, such as intensified agricultural activities and urban and industrial development, cause increasing loads of nutrients and a variety of chemicals resulting in considerable adverse impacts in the coastal zones. It is recognised that the solution to such problems calls for an integrated approach. Therefore, the terms Integrated Water Resources Management (IWRM) and Integrated Coastal Zone Management (ICZM) are increasingly in focus on the international agenda. Unfortunately, the concepts of IWRM and ICZM are mostly being developed independently from each other by separate management bodies using their own individual approaches and tools. The present paper describes how modelling tools can be used to link IWRM and ICZM. It draws a line from the traditional sectoral use of models for the Istanbul Master Planning and assessment of the water quality and ecological impact in the Bosphorus Strait and the Black Sea 10 years ago, to the most recent use of models in a Water Framework Directive (WFD) context for one of the selected Pilot River Basins in Denmark used for testing of the WFD Guidance Documents.  相似文献

In recent years, guidelines have been developed for supporting water managers in dealing with uncertainty in integrated water resources management (IWRM). Usually such guidelines have concentrated on certain aspects of processes in IWRM, notably on uncertainty associated with the modelling process and monitoring data. While this is of undisputed importance for supporting water managers in making well balanced and informed decisions, less attention has been paid to guiding policy makers in where uncertainty may emerge when considering the whole water management process. In this paper it is assessed in what way the policy makers can benefit from support in accounting for uncertainty at various stages in the water management process. Point of departure is an analysis of a broad range of uncertainty guidelines and their categorization in the water management process using a recently developed framework. Emphasis is on linking sources of uncertainty to uncertainty guidelines from an applied point of view in water management by developing a way to assist water managers to deal with uncertainty in IWRM and make informed and robust decisions. To support this, the Upper Guadiana basin in Spain and three Rhine basins are used as cases for water management issues in which it is demonstrated how water managers potentially can benefit from uncertainty guidelines in support of policy making, for instance with respect to implementation of the Water Framework Directive (WFD).  相似文献

Integrated water resources management (IWRM) has been prescribed in the global water policy literature for decades. This article looks at how the concept has been applied in Nepal. It highlights the normative approach in IWRM policy formulation, the existing institutional barriers to apply it and how these resulted in the framing of IWRM ‘implementation’ as merely a compilation of donor-funded projects. Current discourse on IWRM highlights the need to shift the emphasis from national policy formulation to local adaptive, pragmatic approaches to IWRM. This article brings to light the need to identify potential entry points to scale up locally rooted water management approaches towards the development of nested institutional set-ups in water resources management.  相似文献

Cameroon is blessed with abundant water resources. Rapid population increase, unplanned urbanisation, intensive industrial and socio-economic development have led to poor and unsustainable management of these resources. Integrated Water Resources Management (IWRM) is a promising approach in ensuring sustainable management of Cameroon’s water resources. It entails management of water for various purposes and not for a single purpose which therefore involves different stake holders aiming at achieving sustainable water resources management. This paper seeks to evaluate recent efforts to implement in IWRM in Cameroon by examining the institutional framework for IWRM in Cameroon, conditions for the implementation of IWRM and proposes reforms for improving IWRM in Cameroon. The paper concludes that reforms such as public participation at local council levels, recognition of water as both an economic and a social good, putting IWRM within the larger context of Integrated Natural Resource Management (INRM) and the exploitation of mathematical models within hydrological basins will improve IWRM in Cameroon.  相似文献

Global change fundamentally changes the nature of water-related problems. We will illustrate this by showing how perceptions of the water-problems in the Netherlands have shifted in the past four decades. The nature of water-related problems changed from a technical problem to a so-called ‘persistent’ problem, characterized by plurality, uncertainty and complexity. Although integrated water resource management (IWRM) has been advocated to cope with this type of problem, the complexity of the transition process towards such a water management regime is often underestimated. Therefore, transition management is needed in the water sector. Transition management theory is presented and applied to the Dutch case. Transition management strategies are suggested that would reinforce this transition. Comparison between the European Water Framework Directive (WFD) and transition management indicates that the Common Implementation Strategy (CIS) in its current form is not sufficiently stimulating an innovation climate.  相似文献

Following a definition of integrated water resources management (IWRM) and who the various stakeholders are in IWRM, the roles and views of three different stakeholders are discussed from a South African perspective. The role of national policy‐maker is that of enabling/facilitating IWRM in light of principles and provisions enshrined in South Africa's National Water Act of 1998. Commercial agriculture is selected as one sector markedly affected by new legislation related to IWRM. Positives of the legislation are first outlined, but perceived ‘threats’ by the commercial agriculture sector of legislation then come under the spotlight. These are categorized into questions on water allocation, water conservation and water management. The role of the scientist, more specifically the hydrologist, in enabling/facilitating IWRM is viewed from perspectives of the scientist's being the ‘objective broker’ between stakeholders with their own agendas, to information provider, of being model developer, of pre‐empting future questions on IWRM, as communicator and as a capacity builder.  相似文献

Many countries, including Malawi, are implementing integrated approaches for the development, management and use of water and other natural resources. Integrated Water Resources Management (IWRM) is, arguably, one approach considered helpful in addressing water issues effectively and sustainably. This study assesses the implementation of IWRM in Malawi to the present time, in relation to the five priority areas the country's Integrated Water Resources Management/Water Efficiency (IWRM/WE) Plan (2008–2012) sought to address, as well as the potential benefits of infusing Integrated Lake Basin Management (ILBM) in this approach. Document reviews, key informant interviews, questionnaire surveys and site visits were the employed methods in this analysis. Considering the significant importance of lakes in the country, this study, through application of the strengths, weaknesses, opportunities and threats framework, provides insight on how lake basin management issues can best be incorporated within the existing IWRM‐based framework to promote the management and utilization of lakes for sustainable use. While acknowledging the relevance of a holistic approach, the study highlights the importance for the country to ensure that its development agenda is not negatively affected in the course of implementing IWRM.  相似文献

In Emilia Romagna region (northern Italy), the Water Protection Plan (WPP) — a tool designed to reach the objectives of the Water Framework Directive — established different measures to achieve a good quantitative status of water bodies. The objective of this study is to evaluate the combined economic, agronomic and environmental impacts of four measures of the WPP on the “Renana” reclamation and irrigation scheme, and to quantify the water conservation in agriculture under the uncertainty of water availability. To this purpose, a mathematical stochastic model able to represent uncertainty in water availability was designed and implemented. Some data were collected from farms, and local sources were used as well to test the model. Each analyzed measure was simulated in a single scenario, and subsequently combined with other measures. The performed simulations are the following: application of volumetric water pricing (Scenario WFD1), awarding incentives for farmers to improve on-farm irrigation efficiency (Scenario WFD2a), combination of WFD1 and WFD2a (Scenario WFD2b), reduction of water abstraction in case of water shortage (Scenario WFD3a), combination of WFD1 and WFD3a (Scenario WFD3b), increasing distribution efficiency in the channel system (Scenario WFD4a) and combination of WFD1 and WFD4a (Scenario WFD4b). Results have shown that scenarios WFD2a and WFD4a generate a higher income for farmers and produce a positive ecological impact (water use and soil cover) but tend to increase total water use. Scenarios WFD1 and WFD3a have the opposite effects since they reduce farmers’ income but decrease water use as well. Only WFD1 could be favorable for the Board governing the scheme (RIB) in terms of economic returns. Finally, results have shown that combined scenarios WFD2b and WFD4b, respectively, could modify the trade-off between economic and environmental objectives and could be more effective since they significantly reduce water consumption and minimize losses in farmers’ income.  相似文献

Mathematical models are tools that can facilitate the instrumentation of the Integrated Water Resources Management (IWRM). The first basin models to be developed were completely hydrological; today, due to the urgent need to plan the sustainable use of water resources, new models are needed that in addition to hydrology also incorporate social, economic, legal, environmental and other aspects. The objective of this work was to identify the characteristics that mathematical basin models must have in order to satisfy the requirements of IWRM. To achieve this, the conclusions of the main international conferences on water and the environment were analyzed; these were conferences in which IWRM was promoted as a strategy to face the challenges of both sectors. IWRM considers social participation as a key element in the decision-making process; consequently, the models must be accepted and applied, and their results interpreted, by those who participate in the process even if they are not modelling experts. This requires a change of perspective in the scientific community for the development of new IWRM models, in government institutions regarding their role as water administrators, and in water stakeholders regarding their role as decision-makers. The results of the analysis indicate that models for IWRM must be accessible to non-expert users, integrate different viewpoints, representing adequately the problem to be solved, in addition be flexible and have a structure focused on practical solutions.  相似文献

This paper discusses the development of an analytical support system for implementation of the Integrated Water Resources Management (IWRM) process. The system integrates four analytical tools: (i) geographic information system; (ii) system dynamics simulation; (iii) agent-based model; and (iv) hydrologic simulation. The choice of tools is driven by their ability to (a) respond to the main requirements of the IWRM and (b) explicitly describe system behaviour as function of time and location in space. The system dynamics simulation captures temporal dynamics in an integrated feedback model that includes sectors representing physical and socioeconomic system components. Management policies established in the participatory decision making environment are easily investigated through the simulation of system behaviour. Agent-based model is used to analyze spatial dynamics of complex physical-social-economic-biologic system. The IWRM support system is tested using data from the Upper Thames River Watershed, Ontario, Canada, in collaboration with the Upper Thames River Conservation Authority.  相似文献

Integrated Water Resources Management (IWRM) can be viewed as a complex process in which the effect of adopted water management measures must be monitored and adjusted in an iterative way as new information and technology gradually become available under changing and uncertain external impacts, such as climate change. This paper identifies and characterises uncertainty as it occurs in the different stages of the IWRM process with respect to sources, nature and type of uncertainty. The present study develops a common terminology that honour the most important aspects from natural and social sciences and its application to the entire IWRM process. The proposed framework is useful by acknowledging a broad range of uncertainties regarding data, models, multiple frames and context. Relating this framework to the different steps of the IWRM cycle is helpful to determine the strategies to better handle and manage uncertainties. Finally, this general framework is illustrated for a case study in the transboundary Rhine river basin.  相似文献

The recognition that water plays a central role in industrial, agricultural, economic, social and cultural development has, over the past half century, led to the development of strategic management approaches based on the concept of integrated water resources management (IWRM). This paper assesses the extent to which IWRM theory has been converted into practice and identifies existing "research gaps". We set out our arguments as a critique of IWRM; describing its basic tenets, exploring its value as a conceptual tool, considering its scientific pedigree, questioning its novelty as a resource management paradigm, and suggesting ways of translating the theory into more widespread practice. Finally, we argue that whilst models in their broadest sense can make a significant contribution to IWRM research and practice, a revised assessment of the source of their value is required.  相似文献

The ecologically unique forest ecosystems of the Luquillo Mountains in Eastern Puerto Rico and the scenic value of its forests, rivers and surrounding beaches have promoted population growth, tourism and light industry, thus increasing regional water demands. In light of further increases in future water demand, integrated water resources management (IWRM) initiatives are rapidly evolving in this area. In an effort to seek international collaboration and information exchange on IWRM, the Luquillo Mountains joined the Hydrology for the Environment, Life, and Policy (HELP) Programme of the United Nations Educational, Scientific, and Cultural Organization (UNESCO)/International Hydrological Programme (IHP) in 1999. This paper was prepared to document existing IWRM efforts and to promote internal discussion for further IWRM development in the region.  相似文献

Abstract

The concept of integrated water resources management (IWRM) has been around for some 60 years. It was rediscovered by some in the 1990s. While at a first glance, the concept of IWRM looks attractive, a deeper analysis brings out many problems, both in concept and implementation, especially for meso- to macro-scale projects. The definition of IWRM continues to be amorphous, and there is no agreement on fundamental issues like what aspects should be integrated, how, by whom, or even if such integration in a wider sense is possible. The reasons for the current popularity of the concept are analyzed, and it is argued that in the real world, the concept will be exceedingly difficult to be made operational.  相似文献

The aim of this paper is to contribute to the still scarce literature on Cost-Effectiveness Analysis (CEA) in the context of the EU Water Framework Directive (WFD) in water scarce areas illustrated through a case study in Southern Spain. CEA is the preferred method to select policy measures to achieve the good ecological status of water bodies as prescribed by the WFD. It generates a ranking of the measures, according to the ratio between the equivalent annual cost and the reduction of impacts, to select the measures to be included in the Program of Measures (PoM). Here, the water-saving measures discussed in the public participation process for the elaboration of the PoM for the Guadalquivir River Basin are analysed using CEA. A methodological approach, including uncertainty for cost and efficiency of measures is proposed. A comparison between pressure and impact analysis of the effectiveness of measures shows that, in the context of the WFD, CEA should be based on the impact of the measures rather than on the pressure reduction, as the latter can lead to a misleading ranking of the water-saving measures.  相似文献

Public and stakeholder participation in water management is a crucial element in the EU Water Framework Directive (WFD). Theoretically, the WFD identifies several advantages of public participation, such as the better use of knowledge and experiences from different stakeholders, increases in public acceptance and reduced litigation, delays, and inefficiencies in implementation. However, few studies have gone as deep, in practical terms, as the existing difficulty to introduce public participation in water management. The aim of this study was to cover this issue. It aims to conduct a literature review on public participation looking for successful social innovation experiences by the EU member states and also for the main limitations and difficulties of implementation detailing the study of the Spanish case.  相似文献

This paper examines the implementation of Integrated Water Resources Management (IWRM) in the Cross river basin, Nigeria. The Cross River Basin Development Authority (CRBDA) was established in 1976 with a mandate for integrated development, using the abundant water resources available in the region. Thirty years after the creation of the CRBDA, there is still a large gap between the original objectives and the actual delivery of services to meet the needs of the people. A wide range of study methods, including stakeholder meetings, focus group sessions, interviews and observations at village meetings of selected communities was used to examine the implementation of IWRM against the expectations and needs of the people. The paper concludes that IWRM in the Cross river basin (CRB) has not been very successful. This is attributed to a number of institutional factors, including legal, political, administrative and financial obstacles. This paper recommends that IWRM policies in the CRB should be reformed to reflect local circumstances and conditions.  相似文献

Within the "WFD and agriculture activity" both communities agreed to co-operate during implementation of the Water Framework Directive (WFD) and further development of the Common Agricultural Policy (CAP) at EU, Commission and the Member States levels. In intensive discussions including two congresses and biannual working group meetings, seven information reports were produced. Rural Development programmes are unanimously considered to be very powerful instrument to support WFD implementation. However, limited budgets, combined with the large extent of agricultural pressures will considerably restrain the results this instrument might deliver. Limited effects are also expected from the cross-compliance standards, mainly because: the standards do not cover all WFD aspects, and the existing legislation is not implemented with the same rigour in all the Member States. WFD provides additional powerful tools (River Basin Management Planning and Water Pricing discussion) to improve the situation, but the timetables of WFD and CAP do not fit each other. The activity should be continued with an intensive discussion on case and success stories in all the mentioned tools informing both policy areas for the planned evaluation of cross-compliance in 2007, and a mid-term evaluation on rural development in 2009.  相似文献

This study applies the concept of integrated water resources management (IWRM) to a river basin in Iran, and in so doing, proposes a framework for implementing IWRM principles. Issues such as stakeholder participation, sustainability in several subdomains, scenario analysis, dispute resolution, climate change and well-designed models have been considered. Through a river basin simulation model (RIBASIM) and sustainability criteria, stakeholders made decisions for improving the level of sustainability in the basin. The result of decision making for the future was tested under climate change impacts, and the outputs showed serious challenges, so a strategy is proposed for overcoming these impact effects.  相似文献
