分析2008年罕见冰灾对电力通信网和信息系统的影响,反思了电力通信网和信息系统抗灾能力存在的不足,提出从规划修编、应急机制、技术构架、运行管理、科技提升、动态跟踪等方面必须采取的对策,为今后提高电力信息通信专业应对自然灾害的能力提供参考.

介绍日本建筑师坂茂在汶川和芦山地震后,分别为灾区设计的华林小学纸管校舍和苗苗幼儿园纸管校舍;从布局、基础、结构体系、围护体系、节点构造,以及坂茂独特的建造组织等多个方面,在建筑学的层面上对这两个项目进行了研究.     

城市长远发展与灾后应急重建之协调——德阳市城市总体规划编制探索

德阳市是"5·12"汶川特大地震的重灾区,也是灾后恢复重建的重点地区。如何协调城市长远发展与应急重建的关系,是德阳市城市总体规划编制的核心问题。围绕这一主题,项目组设计了灾后重建与发展规划相结合、区域发展与城市发展相结合、城市总体规划与总体城市设计相结合的技术路线,在成德绵区域一体化发展、构筑市域安全发展格局、打造城市弹性发展空间、重建期建设规划等几个方面进行了有意义的探索。

北川新县城的灾后重建具有特殊性,在新县城的规划中针对灾后重建的特点,从选址、规划布局、风貌特色、绿化系统、绿色交通等方面贯穿了可持续发展的理念,促进北川新县城健康发展,使之成为可持续规划的典型探索与实践。     

Allocation of post-disaster reconstruction financing to housing

The allocation of a significant portion of post-natural disaster financing to housing reconstruction in poorer countries is examined. Many poorer countries are reliant on external assistance in the form of loans or grants to meet their post-disaster reconstruction needs. Today, half of all the post-disaster borrowing provided by the World Bank is earmarked for the reconstruction of housing. Should this high proportion of limited reconstruction funds be allocated to a fundamentally private sector need? Is such an allocation economically efficient? After exploring these questions, an alternative solution is examined for government funds to be allocated to high economic return projects (e.g. infrastructure) and to meeting the needs of the poor. The allocation of funding to housing, much of which is captured by the economic and social elite, seems a misallocation of scarce resources. This is particularly the case since the funding available for post-disaster reconstruction by the international financial institutions is constrained and unable to meet anticipated future demand.     

灾后重建中旅游景观资源开发与利用初探——以彭州小鱼洞太子村地区为例

5.12汶川大地震给受灾地区的经济带来严重影响。由于部分灾区具有较好的景观资源,在灾后重建中大力发展旅游业将有利于促进这些地区经济的复苏。地处龙门山系的四川彭州小鱼洞太子村地区旅游景观资源丰富,笔者以此地为例,对该地区的旅游景观资源进行梳理并做出综合评价,初步探讨灾后重建中旅游开发及利用的方向。     

Estimating post-disaster traffic conditions using real-time data streams

This article presents a technique to determine the effects of an earthquake on road traffic conditions by linking seismic hazard and bridge fragility models with a traffic model and traffic sensor data. Using the earthquake characteristics as an input to the traffic model, the traffic conditions are sequentially estimated given traffic sensor measurements using an ensemble Kalman filter. The proposed algorithm is tested on a numerical experiment on Interstate 155 West near the New Madrid Seismic Zone in New Madrid, Missouri. The results show that the proposed technique improves the post-disaster traffic estimate.
