我国矿业权评估将有统一的标准。《中国矿业权评估准则》于2008年9月1日全面实施。 《中国矿业权评估准则》由《矿业权评估技术基本准则》《矿业权评估程序准则》《矿业权评估业务约定书规范》《矿业权评估报告编制规范》《收益途径评估方法规范》《成本途径评估方法规范》《市场途径评估方法规范》《矿业权价款评估应用指南》和《确定评估基准指导意见》9项内容组成。

我国矿业权评估行业发展存在的问题及建议

本文在总结我国矿业权评估制度建设历程的基础上,分析了当前我国矿业权评估行业发展存在的主要问题。针对这些问题,并根据改革的进度和矿业权评估行业发展的需要,提出了加强矿业权评估理论研究,重新界定"矿业权价款"内涵,加强行业自律管理,提高矿业权评估监督管理水平,提高评估机构准入条件和内部管控能力,加强矿业权评估执业队伍建设,修改、完善矿业权评估准则等建议。     

关于矿业权市场和矿业权评估中几个问题的探讨

针对我国现阶段矿业权市场存在的问题，提出了要加强对矿产资源有偿使用的认识，加强矿产资源保护和开发利用的规划，建议尽快废除矿业权出让的双轨制，建立公开、公正、公平的矿业权市场；结合具体事例，针对矿业权评估中的生产规模和服务年限对采矿权价款的影响、矿业权出让中政策倾斜等有关问题进行了探讨。     

矿业权市场若干理论与实践问题的讨论与建议

未经勘查的矿产资源即有原有价值，体现为超额利润一绝对矿租和第一形态级差矿租。矿业权价款由勘查重置成本及其平均利润，再加少部分绝对矿租和第一形态级差矿租构成。矿业权人不能具有对矿产资源的收益权，矿业权价款不是体现国家对矿产资源的收益。提出了征收权利金体现该收益、矿业权价款的评估方法、分配和用途、矿业期权的建议。     

折现现金流评估方法在矿业权价款评估中适用性分析

采用折现现金流评估方法计算的矿业权价值是期望值,即该矿权在未来一定期限(一般不超过30年)内,投资人或矿业权人所获得的净收益总和。主要参数是设计的,评估值受市场因素影响,并随参数的变化而改变;矿业权价款评估是一种追溯性评估,目的是计算国家在过去某一时期在勘查阶段的投资在现在的价值,主要参数是实际记录的,客观的。因此,折现现金流评估方法仅适于价值评估(二级市场),不适用于矿业权价款评估(一级市场)。矿业权价款评估符合资金时间价值理论,计算公式应另行研究。
